Jean will be installing appropriate software into 2 of the lap tops and the other will be handed over to the state Safety Director, Charli Chandler to use in performing her offices duties. Hopefully Cat Mohan can help her in loading software into that lap top. Paul has been working with Charli to develop a new MSAP presentation.

The Dept of Agriculture representative, Nicky Berryman will not be able to attend one of our regular meetings and suggested that some of our members meet at her office. We decided that will be fine. Mr. Henion described himself as a conservative small business owner. He went on to say he is married with 3 children and has lived in the area for 17 years.  His philosophy is to move toward giving freedom back to individuals and families.   Mr. Henion stated that the redistricting scheduled for 2011 will shape the next 20 years for state and federal houses. If liberals win in this environment it will embolden them to do what they want.   Floor was opened for questions, Steve Henion was asked how he would vote on bills requiring safety equipment response was that he would vote against this because he believes people should have and are smart enough to decide for themselves.

Paul reported that 6 classes have been held this quarter with 164 students in attendance. Apex HS has confirmed with 1st class on the 28th.   Linda St. Clair who is on the Driver’s ED Curriculum Committee asked if we could provide a video  to be used in classes that MSAP instructors could not be at in person,  Paul provided her with a video to show the committee.   It was noted that those classes without instructors could not be used for our #’s.   After a request from Paul, SAS has offered to donate 3 lap tops that could be used in MSAP classes.

Legislative Report

Paul has sent out a summary of upcoming state house and senate races, noting who is not running for reelection and possible candidates.  He will send out updates as he gets them.   There are several noteworthy races to watch.   Paul stated that non presidential years usually have low voter turnout.  Those voters that do vote are typically Republicans and Independents.    Paul does believe if the race in Massachusetts for Senator Kennedy’s seat is won by the republican, Democrats will rethink running.  Therefore it may not take much of a voter turnout to give conservatives wins.

We then decided that we would instead; give the 50/50 money to the waitresses, Camille and Sabrina. Several members donated more money. They were called in and presented the money. Both ladies expressed their appreciation.

Charlie also thanked Jean and Andy for their work this year and presented them with a gift card.

A list of upcoming events were read.

5-Minute Safety Rpt – Bruce named several things that you can do to reduce injury in case of a possible collision. Make sure you have good, well inflated tires, good brakes and be sober. You need to apply brakes properly to avoid serious bike and body damage. Apply brakes with steadily increasing force. If you do begin a front tire slide, let go of the brake and grab it again. If your rear tire slides around to the front, maintain a upright posture and focus out in front. If you’re trying to avoid hitting an obstacle, look at where you want to go.

MSAP Rpt – So far for the 4th qtr there has been 12 classes, 334 students taught. This brings the YTD total for classes to 93 and 2937 students taught.

Cindy asked if there was anyway to tell if the actual number of car hitting m/c accidents have gone down since the MSAP program began in Wake Co schools. No one seemed to know but it would take many years of data to get an accurate report.

We discussed again the advantages vs. disadvantages of having a DVD to present the MSAP program to DE students in lieu of an actual instructor.

Old business – The calendar is almost complete as all available advertising spaces have been purchased.

A check has been sent to MRF to pay for our chapter’s annual sustaining membership.

New business – We were reminded again of the Nov. 21st seminars and awards banquet. Ticket sales have been extended to Nov. 15th. Make sure you pay Mike Hodges if you requested tickets. Mike was to order 2 additional tickets for Randy & Evelyn Jeffcoat.

Jean suggested an idea for our spring fundraiser. A flapjack breakfast held at Applebee’s. The restaurant provides kitchen staff and the food. They also provide templates for tickets, posters and promotional materials. We would need to sell the tickets at whatever price we decide on and be the wait staff. The event would need to be held between 7 and 10 the morning of the date decided. Applebee’s takes $1.85 + tax for each ticket that is redeemed. The restaurant will post the event poster ahead of time and will also post it on their website. The question arose, is the ticket for all you can eat or per plate? Jean will find out. A motion was made for the chapter to hold this event at the end of April 2010 if there are no conflicts on the calendar. The motion was seconded and accepted.

The State Fair M/C Safety Awareness Day – Jean has sent two emails to the representative at the SF office and has not received a reply. Byron suggested that Jean go to the fair grounds, gate 11 to the Administrative office. She will follow-up.

Upcoming events were announced.

5-Minute Safety Report – Bruce reported on a m/c rider who while riding in good weather conditions on a straight flat highway failed to see all the flashing lights of the school bus that had safely stopped ahead of him. He obviously wasn’t paying attention, didn’t stop in time and was killed. Pay attention and leave enough space between you and the vehicle in front of you to be able to stop safely if needed. Practice stopping in a hurry by never running a yellow light.

Topics discussed at the state meeting were reviewed. You can read the state meeting minutes on the state website. The chapter voted on the following proposed constitution changes.

  • Article 7 Chapters- Chapter Treasurer section – add a sentence “If any chapter account is closed a copy of bank documents verifying such closure must be provided to the state treasurer.” Motioned, seconded and accepted (MSA).

Charlie suggested a way to promote m/c awareness is to have an m/c awareness day at the state fair. Jean will be responsible for contacting the fair representatives. All state chapters will take part in manning a booth. Donations could be taken up for organization??? MSAP could be highlighted. There could be a designated parking lot for m/cs and free parking.

We had 13 members attending the meeting.

Treasurers Rpt – Mike gave us the latest general account balance. The report was accepted.

Secretary’s Rpt – The minutes from the September 20th were read. After a correction to the 50/50 total amount of $23 and Byron donating $9 of his share back to the chapter. The minutes were accepted.

Legislative Rpt – Paul reported that the only thing going on was that they were waiting for the ethics committee to come back with the results of recent allegations. The Board of Elections will begin their public hearings on the allegations on Mike Easley this month.

MSAP Rpt – After the 3rd quarter results were in there had been 81 classes, 2603 taught. After Tommy instructed the 1st class of the 4th quarter the total students were 2630. There are 29 classes left for this year.

Old business – Jean reported on Ray Price HD Capital City Bike Fest and the Raleigh chapter’s booth at the event. We decided to ask for our $100 back that we paid for electricity to the booth that we never received.

The newsletter that was sent out in September was discussed. Everyone was pleased with it.

The state calendar ads will still be for sale until October 17th.

Recent membership application mix-ups were discussed and a plan discussed to get them straightened out. When applications or renewals are submitted to chapter officers the application/renewal form should be given to the chapter secretary who will then forward to the state membership services. The fee will be given to the chapter treasurer. If forms are sent directly to the state membership services by the new or renewing member the membership director will forward a copy of the form and the membership/renewal fee to the chapter treasurer who will then forward the copy of the form to the chapter secretary.

Charlie reported on the MRF- Meeting of the Minds and explained what the MRF organization is about. Some topics discussed at the MOM were right of way issues, ideas for getting safety messages across to the public and the young activist award. MRF BOD members will be available to come to NC for speaking engagements. They also advised to use the word Liberty instead of the phrase Freedom of Choice. We also need to enlarge our circle which means communicating with members of the public that we do not usually mingle with.

New business – We voted to continue our sustaining membership with MRF. We also decided to put our name in the hat to run the Charlotte Swap Meet parking lot. Eight chapter members raised their hands indicating they would be available to help out if our chapter is selected.

Raleigh Chapter Elections – For 2010, Jean Dasnoit agreed to continue as chapter President. Andy Malinowski will be Vice President, Secretary is Sheila Irwin, Treasurer is Mike Hodges, Master Sergeant at Arms is Byron King, Sergeant at Arms is Randy Jefffcoat Jr. and Legislative Coordinator is Paul Wilms. Hopefully we will have pictures of the 2010 board in the next newsletter.

We were reminded of the upcoming State Party on Oct 10 & 11. Plans were made for whoever wanted to ride in as a group.

Other upcoming events were announced.

5-Minute Safety Rpt – Bruce warned us to watch out for the 4 legged deer especially for the next several months. If you’re traveling in your car you will probably sustain less vehicle damage if you hit the deer rather than swerving to avoid it and wind up hitting a tree or property on the side of the road. If you’re on your m/c apply the brakes steadily and don’t run off the road.

50/50 – Byron won ½ of the $26 jackpot.

Meeting Minutes - Sept. 20, 2009

September 20, 2009

There were 14 members and 1 visitor attending the meeting.

Treasurer’s Rpt – Mike gave us the balance of the general account.

Secretary’s Rpt – Ruth read the minutes from the previous meeting. There was a minor correction noted. The day for setting up the tent for the Capital City Bike Fest was Thursday evening not Friday morning. The minutes were then accepted.

MSAP Rpt – Jean read the report submitted by Paul. As of the date of the report there were 75 classes taught, 2433 students and 37 classes remaining for the fall semester. Jean attended a MSAP class and Bruce will try to attend a class in the future.

Legislative Rpt – There was no report.

Old Business – The Meeting of the Minds is taking place in Minnesota September 25th through the 27th. Charlie, along with about 5 other NC CBA members will be attending.

Jean gave a brief report on the chapter ride to Danville Virginia American Armored Foundation Inc.

There was little response to Jean on the MSAP presentation that we ere talking about presenting to the chapter. So if you are interested in attending a presentation let Jean know. Jean will be sending out a Drivers Ed class schedule in case you are able to attend one of the actual classes.

The printing of a newsletter was once again discussed. The general consensus was that it’s a good idea but no one person has the time to put it together. It would be a front and back page sent out once a month. It would contain our recent and future activities, legislature, MSAP info and maybe a safety report. If anyone else has anything to input that would be welcomed as well. Charlie volunteered to come up with a format and start off each newsletter then send it to Jean to complete. Tommy and Bruce said that they would send their reports to Jean to include the newsletter.

The deadline for getting ads to Charlie for the calendar is October 17th.

Nominations for the Lee Ann Redwine award should be in by Sept 26th.

New Business – The Raleigh chapter officer elections will be held at the October 4th meeting. The nominees so far are: President-none; Vice President-Andy Malinowski; Secretary-Shelia Irwin; Treasurer-Mike Hodges; Master Sergeant at Arms-Byron King; Sergeant at Arms-Randy Jeffcoat; Legislative Coordinator-Paul Wims.

Officer training sessions will be held November 21st. There will be a change in the way its being done this year as there will be invited speakers attending.

Charlie reported on some of the topics discussed at the state BOD meeting. The 2009/2010 state officers are: President-Randy Norris; Vice President-Charlie Boone; Secretary-Cat Mohan; Treasurer-Darlene Kimsey; Membership Director-Dale Carroll; Information Director-Terry Harriston; Eastern District Coordinator-Matt Shamblin; Safety Education Awareness Director-Charlie Chandler.

Some final details were worked out for our booth at the Ray Price Harley Davidson Capital City Bike Fest Sept 25-26. One item discussed was that instead of having a donation bucket for the BikePac we should have one for our chapter and of course would need to pay 20% of any donation to the state.

The next chapter ride is scheduled for October 3rd although no destination is set yet. Jean will send out information. We may merge the ride with the State Party ride on Oct 10th.

Jean read a list of upcoming events one of which is the State Banquet Nov 21st 6:00 pm $15 for tickets. There will be entertainment and silent and live auctions. If you have an item to donate let Jean know.

5-Minute Safety Rpt – The report was about a group of m/cists who were riding along in a big group out in Oregon on I5 in close formation. An incident happened way out in front of them. Traffic slowed down but they didn’t. About 2 or 3 dozen m/cs went down. There were some critical injuries as well as some lesser injuries. The moral of the story – don’t ride so close together. Distance is time. Time is life.

50/50 – Byron won1/2 of the __?____ jackpot but donated (? $21 ?) back.

Meeting Minutes 09/06/09

September 6, 2009

10 members were in attendance.

Treasurers Rpt - The report was read by Jean and accepted by members attending.

Secretary’s Rpt – The minutes of the August 16th meeting were read. They were accepted as read.

MSAP Rpt – YTD there has been 70 classes with 2306 students. There is a tentative schedule for the fall of 38 classed.

Legislative Rpt – Paul reported that the governor has until September 10th to sign any remaining bills. Of the 2767 bills that were introduced 572 were enacted. Study committees will be beginning to adjourn. Next years session begins on May 12th. Paul noted some important date to watch out for during the session.

Old business - The Meeting of the Minds conference will be held in Minnesota on September 25 – 27th. The winner of the ED drawing, Bill Rudy will joining the NC delegation at the event.

The chapter ride to Moore’s Creek Battle Ground was another success thanks to Bruce Harris. We discussed the possibility of passing around a sign up sheet at future rides to acquire names and addresses of non-member riders in order to send them an offer to join and an application. It was also suggested that we simply hand out applications at the beginning or at stops during the ride. Everyone agrees that the chapter rides do need to continue next year. Possible locations were discussed. Let Jean know if you have any locations in mind for Sept 19 and Oct 3 rides.

New business – The 5th annual Ray Price Capital City Bike Fest will be Sept 25 & 26. We discussed preparations for our booth at the event. Volunteers are needed to set up the booth Friday morning, man the booth Friday and Saturday and take the booth down late Saturday night.

The state BOD elections have ended.

Jean read a list of upcoming events.

We were hoping to have a MSAP presentation for the chapter and whomever would like to attend on Sept 17th but as of yet do not have a location to hold it. If you know of a place, let Jean know.

Charlie announced that it’s time to sell calendar ads and gave us the information needed to do so.

5-Minute Safety Rpt – Bruce told us of a young m/cist in New Jersey that failed to negotiate a lane transition, fell down and was run over and killed. The reason he failed was because the lane was being resurfaced and there was a 2 inch difference in the level of the lanes. He tried to ease across it and the result was tragic. He should have swung out and hit it at least a 45 degree angle. Head the warning signs.

50/50 – Tommy won half of the $20 jack pot.

Meeting Minutes - 08/16/09

August 16, 2009

12 members and 1 visitor attended the meeting.

Treasurer’s Rpt – Mike Hodges gave us the balances of the general and MSAP accounts. The report was accepted.

Secretary’s Rpt – Ruth read the minutes of the August 2nd meeting. The minutes were accepted with no corrections.

MSAP Report – It was briefly discussed that Paul or Tommy may show us the MSAP class presentation at one of our future meetings.

YTD totals are 69 classes, 2277 students taught. Paul announced that Linda St Clair who is on the curriculum committee for Drivers education in Wake Co. wanted to know if we wanted her to push to make MSAP training part of the Drivers Ed program for Wake Co.

After chapter discussion and Paul pointing out that we did not have enough instructors at this time, we decided to decline the invitation. We would let her know that she could introduce the idea to the committee and we would work on getting more instructors and try to join the program later.

Legislative Report – Paul went over the successful highlights of the session for CBA. With our credibility much improved with the legislators we will probably have better success in future sessions.

Old business – Charlie announced the Eastern District winner and runners up for the drawing to go to the Meeting of the Minds.

New business – Jean reminded us of the August 22nd chapter ride to Moore’s Creek Battle Ground.

August 29th is the Accident Scene Mgmt class that the Triad Chapter is holding.

Charlie brought the subject up again of putting out a chapter newsletter. Jean pointed out that it’s hard to do without chapter input. It was suggested that Jean put out a request to the entire chapter for a volunteer to put out the newsletter. Describe in the request what would be expected of them. Even a one page update would be acceptable.

Jean read a list of upcoming events.

State BOD voting – VP Andy Malinowski passed out the ballots. Jean gave the voting instructions. The chapter members signed the voting roster and filled out their ballots. They were turned back in to Andy.

5-Minute Safety Rpt – Bruce told of an incident where an m/cist lost his temper with the driver of a RV while riding down the rode. In his fit of anger he pulled in front of the RV and put on brakes. He was killed of course. The point of the story is, if someone really ticks you off while riding it’s best to pull off the road and count to 10 rather than doing something stupid that will get you or someone else hurt or killed.

50/50 – Charlie won half of the $23.00 jackpot.

Meeting Minutes - 08/02/09

August 2, 2009

Treasurer’s Rpt – Mike gave us the account balance. The report was accepted.

Secretary’s Rpt – The July 19th meeting minutes were read and accepted.

MSAP Rpt – Jean read a report submitted by Paul Wilms. YTD total are 32 classes taught with 9 classes remaining for the summer. The number of students is 2003.

Legislative Rpt – This report was also read by Jean. The report gave us the update on the S64 M/C Learners Permit Bill, S820 Create new Titling Categories Bill and H67 License Plate Frames/State name visible Bill.

Charlie said that the legislative team may next year; try to get the section changed on the learners permit bill that states that no one under the age of 18 can carry a passenger.

It was suggested that since we had such a productive year in the legislature that we should print some handouts that detail what our accomplishments were and also put a similar statement on our website. Jean asked for chapter members to send her ideas of statements or catch phrases that she could put on the website etc that would get our legislative victories known.

Old Business – The Scoot Works Bike Fest went well. There were approximately 1000 visitors and 40 vendor booths at the event. Jean thanked all who helped out.

New Business – August 22nd is the next chapter ride. The destination is Moores Creek.

We will be holding elections for the state BOD at the August 16th meeting. We will be mailing out absentee ballots to chapter members who do not regularly come to meetings. Ruth was nominated to have her name put in the hat for the drawing to go to the Meeting of the Minds in September.

We voted on a constitution change. Article IX add number 5 that basically says that the state BOD has authority to interpret the constitutions meaning and if the chapter is not satisfied with the decision they can make an appeal to the executive council. The chapter voted to pass the change with 5 yes votes.

Jean listed some upcoming events, one of which is the Ray Price Capital City Fest. It’s time to put our application in for that event. Let Jean know if you want to go to the state banquet in November so she can order tickets.

5-Minute Safety Rpt – Bruce told a story of m/cist that was killed while passing a slow moving vehicle and the vehicle make a left turn into a driveway and the passing m/cist. The moral of the story is that there may be a very good reason a vehicle is moving slow. Before passing a slow vehicle you should slow down as well to match the vehicle speed, look to asses the situation then pass if you do not see any left turn driveways or streets.

50/50 There was $18 total. Jean won half.

Meeting Minutes - 7/19/09

There were 8 members and 3 visitors Mike – Bryons friend who has been to a few

chapter rides joined the chapter.

Old Business

Paul Wilms and Randy Jeffcoat will be manning the booth at the Scootworks open house

on 7/25/9. Jean, Andy and Tommy will also put an effort into getting there for a few hours.

The chapter ride run by Bruce went well – there were 25 bikes but only 4 from the chapter –

(4 including Bruce) All went well and nobody broke any of the safety rules but one of us stretched them a bit.

We received a Thank you note from the Angier Chamber of Commerce and a response from

Rita to our concerns. It appears that there are no hard feelings between us but we will not be asked to

run the ride again.

New Business

The next chapter ride will be on 8/22/9 – It is an interstate ride to Moore Creek Battle field.

Very interesting if you have never made it before.

State elections will be held in our chapter at the Aug 16 meeting. You can read all the Bio’s of the

people running for office at the state website and in the state news letter.

A vote was held to make a constitution change. Since there is no longer a  state 2nd vice president

position then securityat state functions will be the responsibility of the vice president.

A motion was seconded and passed to table discussion on a constitution change regarding

the board of directors deciding on the meaning and intent of the constitution until Charlie Boone

returns from vacation.

MSAP report – so far 1697 students have taken the class. Tommy and Paul have been doing all

the classes. The summer courses are more condensed and so class schedules are very tight as well.

There are 20 classes left before the fall semester begins.

Legislative report.

Paul passed out a summary of the bills introduced – There was success in getting the requirement

to have all motorcycles fitted with directionals and that highway safety has agreed to discuss bills

with the CBA before getting them introduced.

At the CBA state meeting Paul was given tons of credit for his help and support in lobbying and

the seminar he put on for the state.

Meeting Minutes 7/5/09

July 5, 2009

5 members attended the meeting.

There was no Treasurer’s Report.

Secretary’s Rpt – The minutes from the June 21st meeting were read and accepted.

MSAP Rpt – Paul reported that the amount of classes and students taught in the second quarter of the year nearly doubled the first quarter’s totals. YTD totals are 41 classes, 1332 students. There are 30 classes left on the summer schedule. The fall schedule has not been posted yet.

Legislative Rpt – There were 3 bills of interest to the m/c community acted upon since the last meeting. The M/C Learners Permit bill was taken up in committee and was passed on to the finance committee despite Charlie’s testimony against the bill.

B368 that contained a provision that would require all m/c that were originally equipped with turn signals to have electronic or mechanical turn signals to be legal. Paul and
Charlie were instrumental in having the provision removed off the bill although they tried to have the wording changed. In the future, the Hwy Patrol Crime Control will be consulting with CBA before introducing any legislation concerning m/cs.

CBA will be working to change language on the bill that referred to the license plate placement on m/cs to make vertical orientation legal.

Paul feels like the only chance that we may have in the future on getting our Helmet Bill to pass is to form a coalition with the Economic Developers Association. They have credibility in the legislature.

New Business – Bruce will be emailing the info on the next chapter ride to Jean. The June 11th destination is the House & the Horseshoe.

Old Business – Paul needs help with the information booth at the Scoot Works Bike Rally on July 25th. Charlie is to work out the logistics on getting the tent and info to Paul.

We are working with the idea of having a benefit ride/event to raise money/food for the North Raleigh Ministries. The chapter may need to vote on if this is something we would like to do.

5- Minute Safety Rpt – Bruce told us of the time when he left out on his bike and heard a strange sound coming from his bike but he kept riding anyway. He reached his destination, which was Charlie’s party at the lake and when the time came, he left to go home. On the ride home the noise persisted and seemed to get a bit worse. He reached a safe spot to pullover and investigate the noise and found out that he had lost his front engine bolts. The moral of the story is if you think that there may be something wrong with you m/c, don’t continue to ride it with out investigating the problem.

There was no 50/50 drawing.

Meeting Minutes 6/21/09

June 21, 2009

There were 8 Members and 1visitor attending the meeting.

Charlie Boone led the meeting.

Treasurer’s Rpt – Mike gave us the account balances. He also reported the amount that the Dice Run brought in. The report was accepted.

Secretary’s Rpt – The minutes from the June 7th meeting were read and accepted.

MSAP Rpt – Charlie read Paul’s email report as Paul was absent from the meeting. There were 5 classes, 180 students taught during the week. There was a class held at Broughton High School for the first time. The YTD total of students taught are 1124.

Charlie recognized both Tommy and Paul for the outstanding job that they do with the MSAP program. As always, more instructors are needed.

Legislative Rpt – Charlie reported that the legislature had not moved on any m/c related bills. The texting while driving bill did pass. The helmet bill is likely dead, but has a small chance to continue if it is turned into a monetary bill. We are keeping an eye on the learners permit bill to see when the committee will meet to discuss. Charlie will try to be available to go and testify against the bill.

Old Business – It was reported that an email was sent to Rita detailing the discussion that the chapter had regarding the Angier Bike Fest Benefit Ride at the June 7th meeting. It would also be interesting to know why the previous group that directed the ride the years before we took over bowed out.

The winner of the June 13th Dice Run was Robbie Harris who won half of the $90 jackpot. The other $45 went to the chapter. Thanks to Ditch for leading the ride.

The website is in the process of being updated  Send any updates that you may have to Jean.

Scoot Works’ Summer Bike Fest is on July 25th. Paul Wilms has volunteered to man the booth but will need someone to help out. We have not committed to be there until we are sure to have at least two people to help at the booth.

Tommy has volunteered to man the booth at the Freedom Biker’s Church open house if he has someone to help.

Charlie reported the Granville chapter member, Johnny (?) is doing better and is at Wake Med Rehab. He had been severely injured in an m/c accident.

New Business – The State Board of Directors elections are coming up. There are two offices that have no nominees. Those offices are Second Vice-President, which will probably be eliminated and Information Director. There may be a special election period for the Information Director position. This will be discussed at the next state meeting.

The state committee and executive meeting will be on July 18 & 19. Paul will be leading a session at the meeting on how to be an effective lobbyist.

The next chapter ride will be on July 11th.

There has been a suggestion that the chapter should put on an event that would raise money/food for underprivileged families. There may be more discussion about this in the future.

Charlie read a list of upcoming events.

There was no 5 Minute Safety Report.

We decided not to have a 50/50 drawing.

The annual State Banquet will be November 21st. The ticket price will be $15 this year. They plan to upgrade the menu for the event with the increase in admission amount.

The meeting was adjourned.

Meeting Minutes - June 7, 2009

June 7, 2009

14 Raleigh chapter and 4 outside chapter members attended the meeting.

Treasurer’s Rpt – Mike reported the general and MSAP account balances. He also gave us the less than favorable amount of profit from the Angier Bike Fest Benefit Ride. It was noted that Andy was the lucky ticket holder but donated his $100 prize winnings back so another ticket could be drawn. A motion was made to accept the report and was passed.

Secretary’s Rpt – The minutes from the May 17th meeting were read and accepted.

MSAP Rpt – Paul reported that there are 37 classed at 9 high schools scheduled for the summer. During the spring semester there were 29 classes taught at 13 locations which brought the YTD total number of student to 944. There is interest from Johnson County to have classes held there. Jean suggested Rita needed to be contacted, as that is her home county now and she has expressed interest in resuming instructing classes.

Legislative Rpt – There have been 2755 bills introduced. Only 2% have been enacted. There was little action on bills of interest to the m/c community. The bill to ban texting while driving will be calendared for senate consideration on June 10th. There is SB 380 which when introduced, would require an officer to determine in the event of an accident whether the driver was using a cell phone or electronic device at the time of the accident. The bill was later amended to broaden to denote if the driver was distracted in any way. Once the house hears the budget bill, they will be working through the bills very quickly in an effort to adjourn the session. We need to be diligent to stay on top of what’s going on. Paul also spoke on who had left the house and who they were being replaced by.

Old Business – Angier Bike Fest Benefit Ride – Jean stated that the turnout seemed to be lower than last year, maybe due to the clouds. The low turnout resulted in a low profit which prompted a discussion on whether we should handle the ride next year. Some remarks were that we should at least have the booth but the ride was a waste of time as far as a money maker for us. There were a few statements that as long as we didn’t lose money it was worth it to get our name out.  Some thought the committee needs to do a better job of promoting the event. Jean expressed a big thank you to Rita for all she did and also thanked all who helped with the ride and booth.

Jean reminded us of the state elections coming up and that nominations were still open. We still need someone to run for Information Director. It’s possible that Rita may run for MSAP Director if she is nominated.

New Business – Charlie introduced the visitors, Shaggy and Charli from the Triad chapter, State President, Randy Norris from Columbus Co. and Terry.

The next chapter ride is also a dice run. The ride ends up at Shadow Hawk in Smithfield. The high roller gets half the proceeds.

Jean read a list of upcoming events.

It was mentioned that we need to look into getting another CPR course scheduled.

It was reported that a Granville chapter member, Johnny Keith, was severely injured in an m/c accident May 22nd and at some point there will be a benefit fide for him.

Tommy will be manning our booth at the Freedom Biker Church.

Charlie is to get the canopy and info to who will be manning the booth at Biker Boulevard and Freedom Biker Church events.

Ruth will work with Jean on getting new info pamphlets etc to give out at events.

5-Minute Safety Rpt – Bruce announced that June 15th is Ride to Work day.

What is a safe speed to ride at? Bruce commented on riding with someone who had their cruise control set on their bike. At times it was very annoying to ride with this guy who relied on the mechanical device to determine his safe riding speed. This could get in you in trouble. You should drive the average speed as the cars around you and adjust that to road conditions.

Charlie announced that the Highway Patrol is cracking down on enforcing the helmet law.

Arrangements for the booth at Biker Boulevard will done through emails, etc.

Charlie was asked to run the next meeting as Jean will not be able to attend.

50/50 – Terry won but donated his half back to the chapter. The total was $15 .

The meeting was adjourned.

Meeting Minutes 5/17/2009

May 17, 2009

10 chapter members were in attendance and 1 at large

Treasurer’s Rpt. – Mike read the account balances. The report was accepted as read.

Secretary’s Rpt. – The minutes from the May 3rd minutes were read. There was an amendment that Jean won best hand at the Central District Spoker Run. The minutes were then accepted.

Legislative Rpt – As of the report, there were 2753 bills introduced.18 bills of interest to m/cists made the crossover date. HB 839 did not make crossover but has small chance to survive if money is attached and gets sent to finance. Paul thanked Charlie and Jean for all their hard work at the legislature and was proud of CBA’s efforts. Charlie made a suggestion that in the next long session, we need to concentrate on contacting senators with our legislative goals.

MSAP – Paul reported that 27 of the 29 scheduled classes have been taught with 888 students attending. There are 37(?) classes setup for the summer. The cities of Raleigh and Cary gave proclamations to CBA announcing that May is M/C Awareness Month.

Old Business – There were 14 bikes, 15 riders on the ride to Lindley Mills. Pictures are to be posted on the website.

Angier Bike Fest – Rita attended the meeting to report on some details and field questions. She and Bruce have worked out the route. Rita will pay for the booth space rental when she finds out how much it will be and the chapter will reimburse her. Jean will fill out the vendor application. Bikes will not be allowed in the fire station. The registration table will be in the same sport as last year. Registration starts at 8:00 and the ride is to begin at 10:00. The ride is $20 w/ tee shirt, passenger or rider w/no tee shirt is $10. There needs to be a way to track how many tee shirts are sold. That shouldn’t be too hard if there is an accurate count of how many there are to begin with. We voted to make the first prize will be a minimum of $100 with a CBA membership. Second prize is a CBA membership. Tickets are to be given to each registered rider. It should be noted at the registration table that the winning ticket numbers will be posted at the CBA info booth at the end of the ride. Road guards are needed. The info booth should be set up by 10:00 am. Fans (air) will be needed. Rita has raffle tickets for a pig cooker. They are $5 apiece or 5 for $20.

New Business – We still do not have details on the Shriners Circus so we tabled the discussion on whether we want to donate money to the cause.

The next chapter ride is June 13th. Jean will send out details later.

Other rides/events were announced.

We discussed reports on how the Myrtle Beach Rally went.

There was no 5-Minute Safety Rpt.

50/50 – Paul won $8 of the $19 jackpot.

Meeting Minutes 5/3/2009

May 3, 2009

Six members attended the meeting.

The meeting was conducted by Charlie Boone in Jean’s absence.

There was no Treasurer’s Rpt.

Secretary’s Rpt – The minutes from the previous meeting were read and accepted.

Old Business

Angier Bide Fest – The date for this event is June 6th. The word from Rita is that the charge will be $50 for the additional size space that we will need. She will confirm the amount. She needs us to help sell raffle tickets for a pig cooker that will be given away. All chapter members are asked to be at the event to help with the ride and information booth. Everyone should be there by 8:00 a.m. The May 17th meeting is the last meeting we will have before the event.

The Central District Spoker Run – Several Raleigh Chapter members participated and had a great time. Byron won the 50/50 of $155.

May will be proclaimed M/C Awareness Month by the mayor of Raleigh at the May 5th city council meeting. Jean and others are expected to be there to accept the proclamation. Hopefully there will be a press release.

Nominations are still being accepted for the state BOD positions. Charlie will probably accept the nomination for Vice-President which will leave no one nominated for the Information Director office. If you know of anyone you would like to suggest for this or other BOD offices let Jean know.

We need ideas for next year’s ED event. If we have the swap meet next year it will probably held in warmer weather.

New Business

The topic was brought up on whether we wanted to make a donation to the Shriners to send an underprivileged child to the Shriner’s Circus. Since Charlie did know what the date of the circus was, he tabled the discussion until the next meeting.

The next chapter ride is May 16th to Lindley Mills. Please invite non members to join in the ride. The planned run to Laurell Mills in August will have to be adjusted as the property is closed.

The open house for C & C performance was held May 2nd. They seemed to have a pretty good turnout. Charlie thanked chapter members who volunteered at the booth.

There was no 5-Minute Safety Rpt.

Legislative Rpt.

Charlie read Paul’s emailed report. At the end of April 2670 bills had been introduced but only 20 bills had been enacted. The crossover deadline is May 14th. The senate will not be taking up the M/C Awareness bill this session. Charlie went over the status of other bills concerning motorcyclists Charlie reported that he had gone to the legislature to help get the HB 839 bill moving He got a count of who in the committee would be for or against it and the results were favorable so the bill sponsor, Bill Currant(?) will be asked to introduce the bill if it does pass J-III.

MSAP Rpt.

Charlie again read Paul’s report in his absence. So far this year there has been 672 students taught. There are 33 classes scheduled June thru August.

Charlie read upcoming events. We had a discussion on Myrtle Beach Bike weekend. Everyone should make up there own mind on whether to attend or not.

Charlie announced that his birthday party at the lake is now tentative. We’re not sure if we will continue to be there.

There was no 50/50 drawing.

The meeting was adjourned.

Meeting Minutes 4/19/2009

April 19, 2009

Nine chapter members were in attendance.

Treasurer’s Rpt – Mike read the latest balances of the general and MSAP accounts. The report was accepted.

Secretary’s Rpt – The minutes from the prior meeting were read and accepted.

MSAP – Report – Paul reported that year to date there have been 606 students taught and 19 classes held. They are preparing the summer schedule. Drivers Ed teachers are calling us to teach classes now instead of us calling them to set classes up. They have been instructing large size classes and are in need of new instructors.

Old Business – The first chapter ride, the Triple Museum Ride, went well and everyone enjoyed the trip. The ride date is changed from May 23rd to May 16th due to the Memorial Day weekend. Riders will head out to Lindley Mill in Alamance County. Bruce will provide details of the route to Jean by the chapter meeting before that date.

New Business – Jean reported on topics discussed at the state committee and executive meetings. The chapter voted on proposed constitution changes. The first proposed change was to Article I Section 3. The first sentence reads “It shall be left to the discretion of each chapter of the C.B.A. to determine whether to impose a 90-day waiting period to new members for the right to vote.” The suggested change is to add the words “on chapter matters” to the end of the sentence. We voted yes to that change.

The next change is to Article I section 11 (eleven) which reads “A CBA member must have a minimum of two consecutive years membership before being eligible for state office and one calendar year for chapter office.” Add a sentence “The member is eligible if he/she meets the time requirements by the date the term of office takes effect.”  Then delete the 2nd word “chapter” in the next sentence which reads “There would be an exception for new chapters and chapter emergencies.” Add another sentence “If no candidate with the appropriate length of membership is nominated then others will be allowed.” We voted yes for this change.

The next proposed change was to Article III Section 3. Eliminate office of the Second Vice President and all references to such throughout the constitution. We voted yes to make that change.

The last change was to Article II Section 4c which will now state “At large members may request a ballot from their respective District Coordinator. Ballot must be returned to the district coordinator at least 14 days before the announced voting cutoff date to be counted.” The chapter voted yes to this change.

Nominations were made for state officers.

  • President – Randy Norris
  • Vice President – Charlie Boone and Ernest “Kip” Roseman
  • Legislative Director – Doc Ski
  • Membership Services Director – Iris Hindle and Dale Carroll
  • State Treasurer – Darlene Kimsey
  • State Safety Education and Awareness Director – Becky Mooney and Charli Chandler
  • Information Director – Charlie Boone
  • State Secretary – Cat Mohan
  • Eastern District Coord – Matt Shamblin
  • Central District Coord – Shaggy
  • Western District Coord – Bill Starnes

Nominations will close on June 12th. Let Jean know if you wish to nominate someone for any of these offices.

The products will not go away for now. A volunteer stepped up to handle that duty. She can bring the products to any of our chapter events if we wish. Jean is supposed to receive an inventory list.

There could be a lobby day seminar led by Paul Wilms at the next state committee meeting day.

The state will begin to use the Voters Choice email tool that will allow CBA members to forward email, but seems as if it was sent directly by to member to legislative representatives.

There is a new chapter in the organization. It’s Iredell County.

The E.D. committee discussed changing the annual ED event to some other type, date and location. Our chapter needs to discuss and decide what our idea would be for an event. Some of the chapters voted to turn their share of this year’s events income back into the district. A motion was made for our chapter to do the same but the motion was not seconded.

5–Minute Safety Rpt – Bruce reported on an incident where a group of 7 m/c’s that was riding along on US13, was plowed into by a drunk driver that crossed the center line. Officials are trying to decide whether to charge him for doing so. The lesson is to be on guard at all times.

Legislative Rpt – There has been 2,621 bills introduced. Only 15 bills have been enacted.

Paul gave an update all the bills of interest to us.

50/50 – Mike Hodges won $11 of the $23 jackpot.

The meeting was adjourned.

Meeting Minutes 4/5/2009

April 5, 2009

There were 9 chapter members present.

Treasurer’s Rpt – Jean read the balances of the accounts. There were no changes from the previous report. The report was accepted.

Secretary’s Rpt – The last meeting’s minutes were read and accepted.

MSAP Rpt – Jean read the updates as reported by Paul. There have been 14 classes with a total of 459 students taught.

Old business – Jean gave us the first scheduled ride date that has been paired with the destination site. The first is April 11th that goes to 3 museums in the Randolph County area and includes lunch at the Heritage Dinner. The ride meeting place and time was given. A safety meeting will be held right before the ride begins. Jean will send out a summery of the ride details in an email.

Angier Bike Fest – A reminder was given that sponsorships need to be sold. We discussed that the bike “driver” would pay $25 for his/her first ticket, any passenger’s or additional tickets that driver would purchase would be $10. A decision was made on the cash prize amount which will be advertised as a minimum of $100. The prize may increase based on the amount of riders.

Rita has not found out yet, the additional amount we will need to pay for the difference in the 10x10 space that will be free and the 10x20 space we will need.

New business – HB696 – Randy is asking you to contact your reps to pass this proclamation to make May, M/C Awareness Month forever so we will not need to go to the legislature each year to ask for this.

HB920 – No m/c passengers under 16. If you are opposed to this bill you need to contact your rep.

HB839 – Repeal the helmet law for riders over 21. We need to send our thanks yous to the reps who are introducing this bill by request.

The next chapter ride tentively scheduled for May 23 will go to the Battle of Laurel Mills in Alamance County. The June 13th ride will be the Bennett Place in Durham. The July 11th ride goes to the House and the Horseshoe, August 22nd – Battle of Moors Creek. The September 19th ride goes to Laurel Mills in Franklin County and to the Boone’s place at Gaston Lake. The October 3rd ride has not been assigned a destination yet. Also, Charlie’s birthday party will be at the lake on June 27th.

Jean read a list of upcoming events.

5 Minute Safety Rpt – Bruce warned us about Green Ice. Pollen mixed with slightly wet roads can be slippery. Be careful.

Legislative Rpt – Jean read the report as sent in by Paul. So far there have been 11 bills enacted. The deadline for filling public bills has passed. All non finance and non appropriation bills will need to be filed by April 8th. HB839, our helmet bill, was filed on March 26th. Our state legislative assist team is supposed to be informed on when our bill is coming up for committee hearing. HB696, M/C Awareness Month was introduced by a Gaston Co representative.

We discussed whether we wanted to purchase a sponsorship for the Angier Bike Fest. After the discussion, due to not knowing if we will make enough profit, a motion was made to not purchase one, it was seconded and passed. Again, Jean urged us to go out and sell sponsorships to area bike shops etc.

50/50 Drawing – Ruth won $11 of the $23 jack pot.

Meeting Minutes 3/15/2009

March 15, 2009

11 members attended the meeting.

Treasurer’s Rpt – Jean read the balances of the accounts as reported by Mike Hodges.

Secretary’s Rpt – There were no official minutes taken at the March 1st meeting but Jean sent out an email to chapter members with a update of what was discussed.

Report on the Angier Bike Fest – Rita reported on the committee meeting she attended since her last update with us. They think the idea of a History Tour is great. They did want to be sure that there would be a prize given at the end of the ride. We discussed that we may do a simple drawing of a winning ticket. The name of “CBA of Raleigh” will be on all advertisement. Rita will soon have the flyers for us to distribute. The committee is asking us to get at least 3 sponsors signed up. Rita will email Jean the flyer and sponsor application. We will be selling event T-Shirts with the rider’s initial purchase of a ticket to join the ride. Riders will not be required to buy a T-Shirt with any additional tickets purchased. The first ticket will be $25 and any additional tickets will be $10. The date is set for June 6th. Rita has already been in contact with the groups that acted as road guards last year to help out this year. Rita will also arrange for our booth space with electricity. Bruce suggested that we make out a rough schedule for the ride. Jean asked all members to clear their calendars for June 6th in order to be to attend and help out with the ride and booth.

Old Business – Jean dropped off a check at C & C Performance Cycles for sponsoring their calendar that will be coming out next year.

New Business – HD in Durham (Shelton’s) has inquired if we wanted to set up a membership booth at their BBQ event on March 21st. After some discussion it was decided that we would not be at the event.

Jean has picked out some dates on the calendar for us to get together and go out to ride. The dates she selected are 4/11, 5/23, 6/13, 7/11, 8/22, 9/19 and 10/3. Bruce helped out with suggesting some destinations for these rides. Some of the favorites after a show of hands were The House and the Horseshoe, Randolph Museum, Bennett Place in Durham, Battle of Laurel Mills in Alamance Co., Battle of Moore’s Creek and Laurel Mills in Franklin Co.

On Sunday, March 22 Bruce will be leading a ride to the Virginia International Raceway for the WERA m/c races. Anyone interested in riding should meet at the Shell Station, near I-40 and 54, exit 290. He will be leaving at 9:30 a.m.

Jean read upcoming events.

MSAP report – 9 classes and 289 students have been taught. There are 15 classes scheduled up to the 1st week in June.

5 Minute Safety Report – Bruce gave an example of a young lady that got injured on her m/c while entering on to the road from a grassy surface. The gist of the story was one; to use extreme caution when moving from one surface to another and two, don’t leave an accident victim alone even though they say they’re OK. Keep checking on them as they may have some injury not visible.

Legislative Rpt – Paul handed out summaries of bills that have been introduced as of March 12th. Five bills have been enacted. There have been 22 bills of interest to the m/c community that have been introduced. Only one of those has moved to the house. That bill concerns the m/c endorsement on your license. Paul is hoping to get one of the 22 bills amended that relates to the m/c turn signal installation. Current wording requires all turn signals to be installed by the manufacturer.

It was reported that Missouri is now a freedom of choice state.

50/50 – Paul won half of the $13 jackpot.

The meeting was adjourned.

Meeting Minutes 2/15/09

February 15, 2009

There were 13 members and 2 visitors attending the meeting.

Treasurer’s Rpt – Mike Hodges read the account balances. The report was accepted.

Secretary’s Rpt – The minutes from the February 1st meeting were read and accepted.

MSAP Rpt – Jean read Paul’s report in his absence. Thus far there have been 4 classes delivered, 115 students taught.

Old business – Jean thanked Cindy for all she did in preparation for Lobby Day and her continuing legislative efforts while Doc Ski is recovering.

EDSM & Bike Show – Bill said that the trophies are in and the plaques are done but had not been picked up yet. As of the meeting, the Best in Show trophy had not been created yet but the guys at CNC Performance assured Bill it would be completed in time.

Bill will bring his photo printer to the bike show. Volunteers for judges will be needed. All who plan to help need to be at the fairgrounds by 8:00 a.m. Charlie was asked to bring his canopy tent. Everyone needs to continue to hand out flyers. Jean had posted the event on Craig’s List. Charlie said he will contact the Trucker’s Association for the No Zone, 18 wheel truck to set up at the event.

New business – The Angier Bike Fest is scheduled to take place June 6th. We plan to handle the benefit ride. As part of the deal we are asked to sell sponsorships. We discussed whether we will be buying a sponsorship and what dollar amount. A motion was made to table the topic until we can get more info from Rita. Also, we need to decide whether to make the ride a poker run or a benefit ride. An idea was put forth that Bruce could help in making it a history tour. We discussed if a prize should be given at the end of the ride but did not decide on anything. When planning the route we need to remember that the ride needs to remain in Harnett County and we have a time constraint. Since the event is in June, it was suggested that we may want to purchase a misting fan to give visitors to our booth a break from the heat.

In other new business, Bruce told us of a m/c race that will be at the Virginia International Raceway on March 22nd. The entrance fee is $15.00. Let Bruce know if you’re interested in riding along. Jean will be sending out an email with all the details.

We need to let surrounding chapters in on information on our chapter’s events and we need to participate in their events as well, specifically, Granville County.

Upcoming events were announced. A reminder was given about the CBA Young Activist Award. Nominations should be in by June 30th.

5 Minute Safety Rpt – Bruce’s topic was on separating your problems when riding. He gave an example of getting his foot caught between his saddlebag and the bottom ring on a traffic barrel when trying to get around the barrel and trying to get back on the road at the same time. You should take on one issue at the time to avoid possible injury.

Legislative Rpt – Jean read Paul’s report. There have been 14 bills of interest to bikers that have been introduced so far. Paul thanked everyone who participated on Lobby Day. The legislators were impressed with the members of CBA. There are 14 representatives that will sign as co-sponsors to the Learners Permit bill but it probably will not pass. Paul is suggesting that we have another Lobby Day in April. We still need a sponsor for the Helmet Bill.

50/50 – Larry won half of the $32.00 jackpot.

Meeting Minutes 2/1/09

February 1, 2009

Six members attended the meeting.

There was no Treasurers Rpt.

Secretary’s Rpt – Ruth read the minutes from the January 18th meeting which were accepted as read.

MSAP Rpt. – Paul reported that there are 20 classes scheduled. The one taught the week prior to our meeting was at Wake Forest- Rolesville, a class of 25 students. Tommy and Paul are scheduled to instruct 10 classes each. If averages work out there should be 500 students taught by the first week in June.

The instructors hand out key fobs to the students and are running short on a supply of those. Rita may be able to supply enough to make it through June. After that, Paul would rather order ink pens with our logo to give out. Jean will need to find out how much money is in the MSAP account. A motion was made to table the discussion of buying more MSAP supplies, which may include a DVD player, until the next meeting.

Old Business – The pot luck supper and DVD viewing went well

EDSM and Bike Show – All class sponsorships have been sold. Now everyone is encouraged to go back to the sponsors businesses and hand out flyers. Charlie can email the flyer to whoever needs it. Also Charlie may need help with painting and placing the sign that goes outside the fence at the fairgrounds. Jean will get all the sponsors names to Bill in order for him to order the trophies and plaques. Jean will also ask Bill to bring his photo printer. Charlie can bring his printer if needed.

Gail will be asked to provide a replacement Partners in Freedom handbook since the original one cannot be found.

New Business – CMA of Raleigh would like some CBA members to attend their meeting on February 7th to give an update on legislative issues concerning the biker community. Jean asked for volunteers to go with her.

A list of upcoming events was read. The CBA Lobby Day is February 11th. Jean suggested that we have a list of our legislative objectives be printed out so that we can hand them out to the representatives. Jean was to confer with Cindy on getting a list together.

There was no 5 Minute Safety Rpt.

Legislative Rpt – Opening day went well. Paul reported that there will be no blank bills allowed in the house. He gave us the bill introduction deadline dates. Some of the bills introduced so far are the smoking ban in public and work places, no texting while driving and ban on cell phone use while driving.

There was no 50/50 drawing.

Meeting Minutes 01/18/09

January 18, 2009

She reported that we still did not have anyone to communicate with the Drivers Ed instructors on scheduling classes. Paul Wilms spoke up and said that he would take on the duty of the coordinator.

Old Business – The Pot Luck Supper/Movie night location has been moved to Realty World Partners on Jones Franklin Rd. Jean asked everyone to let her know if you plan to attend and what food item you might contribute to the menu. She will send out an email list of what everyone will be bringing.

EDSM & Bike Show – Jean went over the class sponsorships that have been bought. There are still two classes that need sponsors. It was decided that we will have two additional small plaques to present for the furtherest traveled and best paint. Raleigh members that have confirmed that they will be available to help with the bike show are Paul, Mike, Larry, Bill and Tommy. Everyone needs to distribute flyers to bike shops, bars, etc.

New Business – Jean reported on business discussed at the state meeting. Topics were:

·        State elections this year – Membership and Information offices will definitely need to be filled. The Secretary and Legislative offices may need to be filled.

·        The executive council voted to support a revised clean helmet bill. The new bill will be on the state website.

·        The right of way bill has been submitted and has sponsors.

·        MRF needs money, thus members. The Charlotte chapter challenged all chapter officers to join.

·        The executive council voted to support the Confederation of Clubs in their complaint against the local sheriff. The sheriff was not going to escort the Charlotte toy run because there were riders wearing colors.

·        Darlene wants someone to take over the products committee.

·        The language for several constitution changes were read, was to be brought to the chapters for discussion and a vote to accept or not and then to be voted on at the next state meeting.

1.      Termination of membership. Raleigh chapter voted to accept the language as read.

2.      Delete language referring to the presidents meetings. Raleigh chapter voted to accept the language as read.

3.      Add language allowing the state treasurer to charge a fee to the payor on a returned check. Raleigh chapter voted to accept that language.

·        Eastern District update was mainly concerning the swap meet. The back page of Behind Bars magazine was the swap meet ad. The 69 band has been hired. Insurance has been taken care of. Legislative Rpt – We will not be able to have a caucus with the Wake delegation as discussed at the prior meeting because the Wake delegation only meets on Mondays before the session. We will need to walk the halls and meet individually with the representative. Hopefully we can have at least one member from the 13 districts to be represented when we go to congress. Paul handed out a printed summary of members of the General assembly,

50/50 – Bruce won half of the $23.00 jackpot.

Meeting Minutes 01/04/09

January 4, 2009

Eleven members attended the meeting.

The meeting was called to order at 4:58 pm.

Treasurers Rpt – Mike read the balances of each fund.

Secretary’s Rpt – The minutes were read. A motion was made to accept. It was seconded and accepted.

MSAP Rpt. – Tommy reported that Steve has had his 1st and 2nd class. There were 999 students taught in 2008.

Jean said that if no one stepped up at the meeting to become the Raleigh MSAP Coordinator that she would email Matt Shamblin that the Raleigh instructors would have to send their numbers directly to him until a new coordinator is named. There is still a question of who would be doing the class scheduling.

Old business – Steve will contact the individuals who book the use of the Swift Creek Community Center on Monday, January 5th to confirm our use of the building for the January 31st pot luck supper and DVD viewing. He will email Jean when he knows for sure that the date is confirmed. Jean asked everyone to fill out the sign up sheet on what you will be bringing for the dinner. Email Jean later if you did not sign up at the meeting and also let her know if you plan on attending.

EDSM & Bike Show – There were still 6 more sponsorships that need to be sold as of the meeting. Two of the guys that formerly worked at Iron Thunder and now work at C & C Performance Cycles have agreed to create the Best in Show Trophy and they bought the Peoples Choice as well as the Custom Class sponsorships. Bill confirmed that the trophy shop that we got the remainder of the trophies from is still in business. The absolute latest that Bill needs the sponsorship info is February 1st. CBA members will be doing the judging.

New business – Jean introduced the 2009 chapter officers.

Upcoming Events – The committee meetings and state meeting will be held on January 17 & 18. The Easy Riders Bike Show is in Charlotte on the 24th. CBA will have a booth there. If you are interested in working the booth contact Shaggy or Charlie. The Chatham Co. chapter is having a Polar Bear Ride on February 28th. Jean received an email from a Gary Goldstein regarding a Freedom Ride being held on January 28th, the opening day of the legislature. Jean will forward details to the chapter later.

There was no 5 minute Safety Rpt. But there was a discussion on m/c accidents caused by lubricants that are on new tires.

Jean wanted to know if anyone had heard of a law that two people cannot ride on a scooter without an m/c endorsement. That is what a cop had told her daughter when she and a friend were stopped.

Legislative Rpt – The State CBA Legislative Day is February 11th. We need to decide if we want to ride in as a group. We also discussed the possibility of holding a caucus meeting with some of the delegation instead of roaming the halls. Charlie made the motion for us to do so. It was seconded and passed.

A reminder was put out that the Eastern District is hosting the January state meeting. District chapter members are needed to help clean up, help with the food preparation and help with the products booth.

Paula won half on the $27.00 that the 50/50 drawing brought in.

The meeting was adjourned.

Meeting Minutes 12/21/08

December 21, 2008

There were 9 members attending.

There was no Treasurer’s Rpt.

Secretary’s Rpt – The previous meeting’s minutes were read and accepted.

There was no MSAP Rpt.

Old Business – Jean had not received any confirmation from Steve that the Swift Creek Community Center had been reserved for our DVD viewing and pot luck supper. The plan is that we will get together at 6:00 p.m. on January 31st.

EDSM & Bike Show – There has only 4 out of 12 sponsorships been sold for the bike show classifications. Jean emphasized that it is very important that sponsorships be sold ASAP. Jean will contact Iron Thunder to see if they are interested in creating and sponsoring the Best in Show award this year. We set a target date of January 4th to get all sponsorship names to Bill in order to order plaques and trophies. We discussed whether to have celebrity judges or not since we have not had any success so far in obtaining any commitments from any bike builders, etc. Jean asked that if anyone knows of someone qualified as a “celebrity” judge to please contact them about judging and if we can’t come up with someone some CBA members will be asked to judge.

MSAP Coordinator – We still need to find someone to take this position as Tommy will be stepping down as of December 31st. Paula will not be able to take the position because of her class schedule. Jean will send out an email to the chapter to see if someone could step up.

New Business – We received an update on the condition of Doc Ski after his bike accident and the resulting blood clot from his injuries.

Jean reminded everyone to visit Doc’s blog to give your opinion on what helmet bill you, as an individual would like to support.

Some upcoming events are:

The state committee and executive council meetings are January 17th & 18th.

A polar bear ride out of Jacksonville at the first of the year. For more information see the Full Throttle magazine.

Jean had to leave the meeting early and handed the meeting over to Andy.

Andy commented on the Christmas for Kids event and said that it went very well. 74 kids and their families were helped.

Charlie said there was an article in the Biker magazine on one of the proposed graduated license bills. The magazine made it seem as if that proposed bill was the only one that we supported when in fact there are three proposals that are being reviewed. Biker magazine seems to be getting its information from limited sources.

Easy Riders Bike Show will be in Charlotte January 24th at the Charlotte Convention Center. CBA will have a booth there.

5 Minute Safety Rpt – Bruce commented on an episode of the TV show Myth Busters. The show was testing the theory that alcohol will warm you up in cold weather. The test subjects went into a freezer with monitoring equipment attached to their bodies. As expected they began to lose blood flow to their extremities first. The body will do this to protect the organs in the core of the body and brain function. After they drank alcohol they regained blood flow to the arms and legs but they were losing heat from the extremities and the core body temperature dropped. They also began making impaired judgments as a result of drinking the alcohol. So it is not a good idea to drink alcohol as a form of antifreeze when planning a ride in the winter.

Legislative Rpt – The good news is that we know who all the legislative leaders are and most of the committee chairs. The bad news is that they are the same as last year. It may be a tough session for us. It is important to know who Bev Perdue will pick as her cabinet, particularly the head of DOT. We did make some friends when we put out campaign signs out prior to the November elections.

The 50/50 drawing brought in $24.00. Ruth won half.

December 7, 08 Meeting Minutes

December 7, 2008

10 members were in attendance.

Andy led the meeting in Jean’s absence.

Treasurer’s Rpt – Gail gave us the latest figures and Andy read the balance from the bank statement.

Secretary’s Rpt.- The minutes from the previous meeting were read and accepted.

MSAP Rpt – Tommy announced that Steve will assist in teaching an upcoming class. There still is a question on whether Paula will be able to take over being the MSAP Coordinator in 2009. Classes for the remainder on 2008 have instructors assigned and Tommy has the schedule for the upcoming year.

Old business – We voted at the November 16th meeting to send $300 to the Christmas for Kids event. Gail sent the check out for that. Andy asked anyone interested in riding to the event to meet at the Wal-Mart in Clayton December 13th.

Eastern District Swap Meet – We still need to find judges for the bike show as well as sell sponsorships. Bill said we need to get all sponsorships sold by the end of the year in order to get the plates for the plaques and trophies engraved. Mike will check his contact again to see if he would be able to create the Best in Show trophy. If need be, the trophy can be ordered from a company in California. There were some extra plaques left over from last year that can be awarded for best paint job and/or traveling furtherest distance.

We decided that instead of creating a waiver form just to include a space on the registration form for a cell phone number and maybe include a short disclaimer.

Charlie is still trying to make contact with someone in order to get an 18 wheel truck to demonstrate the blind spots in the driver’s mirrors.

Deep River “Scoot & Shoot” event – All who attended enjoyed the time spent, especially Bruce who got the best score.

Steve will confirm January 31st with the Swift Creek Community Center as being the date for our DVD viewing.

Charlie will try to find the Partners in Freedom Handbook.

Charlie presented Gail with a plaque from the state that expresses our appreciation for her service in the past years.

New business – Andy presented Gail with a necklace and gift card for appreciation for all she has done for the chapter.

Bruce had a suggestion on where the chapter members could go as a group or individual social outing. The Eagle One Shooting Range has a poker card target shooting contest on Wednesdays evenings. It begins at 6:00 pm and costs $20 to participate. See Bruce for details.

Doc Ski is asking everyone to go on his blog and vote individually on what helmet bill we should support in the upcoming year. The chapter had previously voted as a chapter to support a clean bill. An update was given on Doc’s condition after his collision with a deer.

A list of upcoming events was read.

5 minute Safety Rpt – Bruce just suggested that everyone should go to Vinnie’s website to get some good safety tips.

There was no Legislative Rpt.

The 50/50 drawing brought in a total of $7.00. Tommy won but donated his half to the MSAP fund.

The meeting was adjourned.

November 16, 2008 Meeting Minutes

November 16, 2008

10 members attended the meeting.

There was no Treasurer’s Rpt.

Secretary’s Rpt – The minutes from the previous meeting were read and accepted.

MSAP Rpt – Tommy showed us the printed handouts that are given to students when safety classes are taught. Jean presented Tommy the MSAP award that was given to the chapter at the annual state awards banquet for being the chapter coming in second in presenting MSAP ideals.

Old business – Jean reviewed events that went on at the annual state officers training and awards banquet. She commented that the President’s training was excellent. The banquet was great as was the hypnotist entertainment. The auction brought in over $1,000.

The Deep River Scoot & Shoot event – Jean took a poll of who would be going to the event. We discussed the fact that we need to inform other chapters of our future events, such as the Chatham chapter.

Steve looked into the location, Swift Creek Community Center, for the chapter getting together and viewing the DVD Busted. He already viewed the DVD and suggested that we plan additional DVD’s or things to do as Busted is only about 20 minutes long. Suggestions were to view Vinnie’s chapter video and Ride like a Pro. A tentative date of Saturday, January 31st is being looked into and we talked about having a pot luck supper starting a 5:00 pm. Once everything is nailed down Jean will send out an email.

We discussed John Meesh’s email stating that they would like our continued support for the Christmas for Kids event. After discussion we voted to give $300 dollars to support two kids and their families.

New business - Eastern District Swap Meet & Bike Show – We need to continue to sell sponsorships. Since Iron Thunder will probably not be sponsoring the Best in Show, we need to find a sponsor for that award as well as someone to create the trophy. Cindy & Mike said that they thought they knew of someone that could design and make the trophy.

The 2009 calendars are available. Please take some to distribute to bike shops.

Cindy has agreed to take over the responsibility of updating the website.

There was no 5 minute safety report.

Legislative Rpt – Paul distributed printouts detailing the general election results. Some of the statistics were: there was a 69% turnout in NC, there was no appreciable increase in the youth vote but there was large black turnout. The state senate is still controlled by the Democrats as is the legislature. Paul reported on the state law amendments that passed. Three of the four candidates that our chapter put campaign signs out for won their elections.

Jean won the 50/50 drawing – The total was $15.00. She donated all but $2.00 back to the chapter.

November 2, 2008 Meeting Minutes

November 2, 2008

13 members attended the meeting.

There was no Treasure’s Rpt.

Secretary’s Rpt – The minutes from the previous meeting were read and accepted.

MSAP Rpt – Tommy reported that there was an unscheduled class taught and that class brought the YTD total of students taught to 831. The projected number for the end of the year should be over 1000. Steve Gooding observed a class and hopefully will be able to participate in instructing future classes. Paul was presented with a patch and T-shirt for teaching his first class and completing all of his instruction. The next class is not until mid November.

Tommy will be giving up the position of the Raleigh Chapter MSAP Coordinator at the end of the year so we need a volunteer to take that responsibility. Anyone interested in the position needs to contact Jean.

Old business – 10 award banquet tickets were ordered. Please let Jean know if you are planning on attending. She will distribute the tickets at the Randolph Co. lodge the day of the officers training and banquet.

Eastern District Swap Meet and Bike Show – There have been four sponsorships sold so far. We need to draw up a waiver for bike show entrants to sign so a designated person can move the bikes around if needed. The waiver should include a space for the entrant to write their cell phone number so preferably they could be called to move their bike. If possible someone should contact Terry Brown at the Charlotte Swap Meet to get tips on running a bike show. We still need to find out how many trophies were left over from last year. There was discussion on trying to relocate the bike show to a larger area but didn’t think that would be possible. If the weather is good, we can move some of the bikes outside.

Charlie is going to contact the NC Truckers Association regarding getting their display truck to demonstrate blind spots.

The Scoot & Shoot Run to the Deep River Sporting Clay and Shooting School – The owner of the school has agreed to give us a group discount of $40 per person. The date has been set as November 22nd. It will be just for chapter, associate members and invited guests. There will be no poker hands. Participants will be charged an extra $10 above the shooting costs to provide a cash prize for the best score. We also will have a 50/50 drawing and door prizes. We need to be sure to have CBA membership applications available.

Cindy explained the urgency in everyone becoming a member of the MRF.

New business – We welcomed our new member, Eric Webster.

Jean mentioned a legislative survey in the Full Throttle magazine and read the current results of that survey.

A list of upcoming events was mentioned.

Jean asked for a volunteer to step up to maintain the chapter website. With all her current duties it would be helpful if some one could take over that chore.

Charlie has obtained a DVD, the title of which is Busted. It covers what to do if you’re stopped by the police at a traffic stop. It tells you what your rights are and how to stand up for your rights. We discussed getting together as a group to view the DVD. Jean and Steve will check on locations for the chapter to meet and watch it sometime after the first of the year. We are going to ask Thomas to preview it and give us his take on it.

The 2009 calendars will soon be available. Jean will send out an email to the chapter to ask them to come to the next meeting to pick up their calendar.

5 Minute Safety Report – Bruce said that your best defense in avoiding being in a crash with a vehicle is to enhance your skills. There seems to be no repercussions for 4 wheel motorists in court when causing an accident with an m/c so you have to be the skilled driver to avoid the accident.

Legislative Rpt – The meeting was the Sunday before Election Day so Paul urged all to vote and ride your m/c to the polls.

The 50/50 totaled $30. Mike Hodges won half.

October 19, 2008 Meeting Minutes

October 19, 2008

13 members attended the meeting.

There was no Treasurers Rpt.

Secretary’s Rpt – The minutes were read and accepted.

MSAP Rpt – Tommy reported that there are 10 classes scheduled before the end of the year. Paul Wilms is now an instructor and has made some additions to the power point part of the presentation. The Raleigh chapter is in second place for the amount of students taught. We still need more instructors.

Old business – Jean read the notes from the state meeting.

We will be buying 10 tickets for the awards banquet to be held on November 15th.

We discussed the fall poker run and decided to go the clay shooting school in Sanford. The idea would be to pull cards for the poker hand at various shooting stands. Jean will call the owners to see if Thanksgiving weekend would be a good date to go.

Jean had a suggestion for next year’s fall run. She suggested a haunted house run close to Halloween.

The EDSM and Bike Show-Bill will check on haw many trophies we will need. Tommy will check on borrowing an 18 wheel truck to demonstrate the trucks blind spots. We need to try to get celebrity judges for the bike show. Maybe try to get the builder from Shorty’s Choppers and try to get other builders as well. Tell them they could display their bikes at the show. Everyone needs to try to sell sponsorships for the different classes.

The newsletter – Get information to Jean by October 24th to put in the newsletter.

Safety Rpt – Be aware that it’s the peek season for deer to be out and about. They’re out mostly at dawn and dusk. Don’t take extreme measures to avoid hitting them. You’ll probably be better off hitting them than crashing into a tree.

Legislative Rpt. – Paul urged everyone to ride their m/c when going to vote. He shared some figures with us on registered voters. How many Democrat vs. Republican. How many new voters registered since the first of the year. The number of new white vs.  black voters. He reported on who the current polls show is in the lead is various races.

We discussed which of the two right to choose bills that are already out there would we, as a chapter, like to support. Or, would we rather have a clean bill proposed. After discussion a motion was made that our chapter support a clean bill. The motion was seconded and passed. If the state CBA organization agrees to go with a clean bill, it will be very difficult to get a legislator to introduce it but no matter what we start out with there will no doubt be changes made to it.

We had the 50/50 drawing. The total was $36.00. Charlie won half.

October 5, 2008 Meeting Minutes

October 5, 2008

There were 14 people attending, 4 of which were visitors.

Meeting was called to order at 5:05 PM.

Old business – We discussed how well the Capital City Bike Fest went. There were a lot of requests for the “Look Twice” bumper stickers. Charlie will contact Darlene, the Products Committee Coordinator, about obtaining some of those. There were a number of associate members and a few full members signed up.

In other business, chapter members helped put out campaign signs for Nelson Dollar and Marilyn Avilla. They were most appreciative of our support.

New business – Charlie and Cindy reported on the MRF Meeting of the Minds held in Denver, Colorado. They explained to our visitors what the MRF and the convention is all about. There were seminars, one of which had some good tips on leadership. Also, there was a traditional Tug-of-War game between the Kilts and Bibs. Cindy explained that the MRF keeps watch on the different regulatory agencies and what they’re lobbying for that would affect m/c riders. Another topic discussed was that lawmakers want to clarify the FMVSS218 helmet law.

Since there were no opposing candidates for each of the Raleigh chapter offices, the 2009 board will take office by acclimation.

The State committee and executive meetings will be held October 11th and 12th at the Randolph Co Lodge. One of the constitution changes to be voted on concerns how to remove a member who is detrimental to the organization.

Charlie reminded everyone to sell ads for the 2009 calendar.

The annual Awards Banquet will be held on November 15th

The Ina Fitts Toy Run will be on November 15th

The Biker Barn Open House is on October 18th.

There were no MSAP, Safety or Legislative reports for the meeting.

The 50/50 total was $34.00. Steve won half.

Meeting Minutes - September 21, 2008

September 21, 2008

11 members attending.

The meeting was called to order at 5:00 pm.

Vice-President, Andy Malinowski ran the meeting in Jean’s absence.

There was no Treasurer’s Report.

Secretary’s Rpt – Ruth read the minutes from the previous meeting. They were accepted as read.

MSAP Rpt – Tommy reported that he and Larry taught a class at Sanderson High School. Paul attended as an observer. The class schedule is out and instructors will soon be assigned to teach them.

Old business – We worked out the details of the Capital City Bike Fest, who and when volunteers would work the booth September 26 and 27.

Nominations for chapter officers were still open during the meeting. Elections will be next meeting, October 5th.

Charlie reported of the success of the Wendy Norris Memorial Ride. Andy turned $60.00 in additional money collected from chapter members. Ruth will mail a check to Randy.

New business – We need to start thinking about the 2009 Eastern District Swap Meet Bike Show. Come up with ideas on how to make the show run smoothly. Andy thought that the entry table should be set up that the rider wouldn’t have to make so many moves with the bike to enter and have the picture taken. Every bike entered would have a picture taken and printed out as soon as it was taken. There are some plaques left over from last year that can be used.

We talked about instead of having a fall poker run that we have a chapter ride and all that participates contribute $10.00. A possible destination would be an old west town near Goldsboro. A comment was made that we need to do something along with the ride that could bring in possible new members. Other suggestions were that we could provide refreshments at the end of the ride and also have door prizes.

Charlie reminded everyone that he will soon be putting the next year’s calendar together and ads need to be sold. Dead line is October 12th. If anyone needs more information call or email Charlie.

It’s about time to put out another newsletter. We may need to wait until after the state meeting as to include any information discussed there. Information on JT, the chapter ride, safety tips, Officer Brown, MSAP, message from the president and the Capital City Bike Fest need to be included. There was a suggestion on selling business card size ads.

5 Minute Safety Rpt – Bruce said that when weighing the option of whether to swerve to avoid hitting a small animal like a rabbit or a squirrel, while riding your m/c think of who may benefit if you do. Body part manufacturers, m/c mechanics and the medical association may all make out better than you and your m/c.

Legislative Rpt – Paul reported that Rep Paul Stam greatly appreciated members from our chapter helping to put out yard signs for his campaign. Nelson Dollar and Marilyn Avilla are also interested in us volunteering for their campaigns as well.

Paul fielded some questions on what other candidates support our causes.

Andy announced some upcoming events.

50/50 drawing – Total of $31.00 was brought in. Paula won $16.00 of that amount.

Meeting Minutes - September 7, 2008

September 7, 2008

13 Members attending

No Treasurers Rpt but Larry did read the balance from the bank statement.

Secretary’s Rpt – The minutes from the Prior meeting were read and accepted.

MSAP Rpt – No official report but Pixie said that Tommy does have a class schedule but has not assigned instructors yet.

Old business – We discussed the Capital City Bike Fest and who was going to be able to be there to help out at the booth. Steve will be able to set up Thursday night and tear down Saturday night. Jean will help out Friday night. Bruce should be there early Saturday. Mike and Cat Mohan said that they will be there as well. Trooper Brown may have some info at our booth on the Highway Safety Program.

Jean announced that Randy Norris will complete his term as State President.

Andy told us where to meet if we wanted to ride as a group to the Wendy Norris Memorial Ride on Saturday, Sept. 13.

New business - Jean opened up nominations for the Raleigh chapter officers for 2009. Jean was nominated for President, Andy for Vice President, Mike Hodges for Treasurer, Ruth Boone for Secretary, Paula Russell for Master Sergeant at Arms, Thomas Hilliard for Sergeant at Arms and Paul Wilms as Legislative Coordinator.

We discussed meeting locations. Jean proposed having one meeting a month at a second location. There was opposition to the idea, as changing locations will be confusing to people wanting to drop in on a meeting. Bruce proposed having a social gathering on months that have a 5th Sunday. There was a suggestion that we need to go where Bikers are rather than a BBQ restaurant. Also a suggestion was made that we may need to meet on a weekday rather than a weekend. As the discussion ended we were talking about getting together to go to the Deep River Shooting School on Nov 30th, the Sunday after Thanksgiving. If the weather is bad that weekend we could go bowling. If anyone has any suggestions for a new meeting location please let Jean know.

5 Minute Safety Report – Bruce told on an incident where someone riding in a vehicle threw a cigarette out and it hit the m/c driver riding behind her. The m/c rider pulled up beside her at the next stoplight and politely told her that he was riding with his child and by throwing out the cigarette, she could have caused them to be injured. She took offense to the correction and as they rode off she turned into the m/c causing it to crash. The m/c driver had critical injuries and the child had minor scrapes. He will be charged with assault, road rage and child abuse. The vehicle driver will not be charged with anything. So it’s best not to confront (correct) a vehicle driver yourself in case they should retaliate in a violent manner. Call the 1-800-ROADBUG number and report their license plate and the Highway Patrol will send them a letter. It’s better than getting into a road rage incident.

Legislative Rpt – Paul will give us a list of possible weekend dates next meeting to volunteer to put campaign signs out for our choice of candidates.

Jean read a list of upcoming events.

50/50 drawing – The total was $24.00. Andy donated his half to the MSAP fund.

The meeting was adjourned.

Meeting Minutes August 17, 2008

August 17, 2008

12 members and 8 guests attending. Most of the guests were from the Southern Cruisers.

Since we had so many guests, everyone introduced themselves.

There was no Treasurer’s report.

Secretary’s Rpt – The minutes from the last meeting were read and accepted.

MSAP Rpt – Tommy reported that they were still in between the summer and fall class schedule. There are prospects for two new instructors. Tommy explained to our guests what the MSAP program is about.

Old business – There was a report on the chapter outing to the August 9th MudCats ballgame. Jean reported on the Chatham Co. Burrito Bash she and other chapter members attended. We congratulated Pixie on getting her degree and Rita on buying a house.  We discussed the newsletter that was sent out and how good it turned out. Thanks went out to Steve. Jean asked for ideas on the next newsletter. Some suggestions were:

  • More pages.
  • Bruce to include a safety report.
  • Try to print one as soon as we have enough info to do so instead of waiting to print one every other month.

More old business discussed was the Capital City Bike Fest. Jean asked who would be able to volunteer so that we would know definitely in order to go ahead and send the application in. Steve said that he would be able to get the tent and supplies there. Jean would send out an email to nearby chapters to see if they could assist. Pixie volunteered for Friday night and Saturday. Jean said that she thought that she would be able to be there as well. Charlie said he will go ahead and send in the application.

New business – Benefit ride for Wendy Norris to be held on September 13th.  It begins in Whiteville, NC.  We discussed riding as a group. Single rider costs $20; double rider is $30 which includes a meal plate. There will be an auction. Jean will compile the information on the ride and send out more details later.

Jean read the results and some of the answers of the survey that was sent out concerning the chapter meetings declining attendance.

Our guest for the meeting was Trooper Mark Brown of the NC Bike Safety Program. He told us how the idea for the program began from a trip he took to London and how their m/c riders are way more assertive there. He listed the top 5 reasons for m/c accidents which are:

  1. Improper curve negotiation.
  2. Alcohol.
  3. Improper braking.
  4. Poor equipment.
  5. Left turn yield violation.

He described what topics are covered in the class and how the road test portion of the session is handled. At the present time there is no charge for the program. He hopes for the program to go nationwide as has the Click or Ticket and the Booze It and Lose It programs have. He said it could be possible to do a session just for our chapter if there was enough interest.

Jean read upcoming events and reminded us that the last day to register for the general elections is October 10th.

Because of time constraints there was no 5 Minute Safety Report.

Legislative Rpt. – Paul has contacted some candidates who sympathize with our cause about us volunteering to put out their yard signs and they are very receptive on the idea. He will look further into what candidates we need to help out. A good time to put out signs will be on a Saturday morning late September or early October.

We cast our votes for the new State President. After members signed the voting roster, Paula, who is our Sergant at Arms, passed out the ballots. Paula then collected the ballots and handed them to Jean for her to tally the votes who then handed them to the District Coordinator, Charlie Boone.

50/50 – Brought in a total of $25 dollars. Charlie won $12, $13 went to the chapter.

The meeting was adjourned.

Meeting Minutes - August 3, 2008

August 3, 2008

8 members attended the meeting.

The meeting was run by Charlie Boone in Jean’s absence.

No Treasurer’s Rpt

Secretary’s Rpt – The minutes from the July 6th and July 20th meetings were read and accepted.

Old business – Charlie reminded everyone that we will be casting our ballots for the state president office at our next chapter meeting. If you can not attend ask for an absentee ballot. Voting will run from August 2 thru September 6th. The district coordinators should have all ballots by September 10th and the new president will be announced September 15th. Instillation will be September 20th at the BOD meeting.

It was announced that the BOD took up a donation for resigning state president, Randy Norris and his wife Wendy to help with Wendy’s medical bills etc. If anyone in the chapter would like to make a donation, please contact a chapter officer.

We decided for our chapter and the Tar River Basin chapter to get together and go to a MudCats baseball game on Saturday, August 9th. Charlie will send out an email.

New business – At the next meeting, State Trooper Mark Brown of the NC Hwy State Patrol will be here to speak on the NC Bike Safety Program. Charlie urged everyone to be sure to attend and bring a friend. Ruth needs to make sure Jean has an updated email list so that she can make sure all members with email addresses aware of this important meeting.

Charlie read over the last state meeting notes.

The Capital City Bike Fest will be on September 26th and 27th. Charlie will probably not be able to attend as he is planning to attend the MRF Meeting of the Minds in Denver but will provide the canopy tent and supplies. So chapter members should start planning on who will be able to volunteer to help out at the booth. Hopefully other area chapters will be able to help out as well.

MSAP Rpt – There was no new info.

Legislative Rpt – There was no report.

5 Minute Safety Rpt – There are a lot of scooters on the road now. Owners should be aware that even though they are “cute” they can get you hurt.

Be aware that some owners of large vehicles have increased aggression against motorcyclist because you are getting better gas mileage than them and have the same rights on the road as they do.

Don’t count on the State of NC to protect your rights. Some prosecutors have the attitude that if you ride a motorcycle that you deserve what happens to you. So be aware of the heightened aggression on the road to avoid being in an accident..

Charlie read the upcoming events list.

There was no 50/50 drawing.

We really need to try to get our meeting attendance back up. So ask members that you talk to, why they are not attending. Jean sent out a survey that may help us figure out what we need to do different. Some attending the meeting suggested to have more speakers at our meetings and to participate in other area group rides.

Get involved in the state and local general election campaigns.

Chapter member, Ernest Moore wants to put together a Ride for Paws ride to benefit the Wake Co. SPCA. Bruce Harris has volunteered to help him with that. Charlie said that once the ride is arranged then we would decide to participate as a chapter or not.

Meeting was adjourned.

Meeting Minutes July 6, 2008

July 6, 2008

10 members attending,

There was no Treasurer’s report.

The minutes from the previous meeting were read and accepted.

Old business – Jean had not yet looked at the Mud Cats baseball schedule to see when a good time for the Tar River Basin and Raleigh Chapters to attend a game would be, but will do soon.

Rita updated us on the post committee meeting for the Angier Bike Fest. She said that they will begin meetings for next year’s event in September. Rita said that even if we decide to give patches for the poker run we will still be asked to sell tee shirts for the event. She also said that it would have been OK to sell extra hands for $10 without having to sell a tee shirt. We’ll have to work out a way to keep up with how many hands we sell with tee shirts and without.

New member, Steve, made a suggestion on preparing the newsletter as reported in the previous meetings minutes. He made an offer to handle the process and cost of the color print and postage. He also said that he would mail them out. A motion was made to let him do this and it was accepted. It was decided to put one out every 2 months. Jean and Ruth are to work up a template to get an idea of how it should be laid out. Some suggestions for items to be included in the newsletter were:

  • Articles on our fun activities and events.
  • Bruce’s safety report.
  • List of area and CBA bike events.
  • List of who is up for renewal.
  • Pictures.
  • Contact info.
  • MSAP info.

New business – The chapter presented Rita with a gift certificate in appreciation for all the work she did in preparing for the Angier Bike Fest Benefit Run. A motion was made and accepted for Rita to do the same job next year’s Bike Fest to assist our chapter on putting on the benefit run.

Charlie updated the chapter on the hearing held on the complaint made on Mark Enfield and Allen Dockery regarding their actions being detrimental to the organization. The result was that the complaint was withdrawn and will be refilled at the chapter level. Charlie said a complaint was made on Doc Ski by Mark Enfield saying that Doc Ski has been misleading the CBA members about the Center for Motorcycle Safety and Crash Prevention bill. A hearing will be held on that following the upcoming CBA state committee meetings.

The next new business item was that our State President, Randy Norris has turned in his resignation. Anyone who is interested in the position or would like to nominate someone should let their district coordinator know by June 25th. As of the 7/6 chapter meeting, Charlie Boone has accepted nomination. There has been one other person nominated but has not yet been contacted to see if he would accept.

Jean read the list of upcoming events.

Legislative Rpt. – The Conference report on the budget will have the second or third reading in the upcoming week and cannot be amended. There are some other roll call bills left to vote on before the session ends. Paul recommended that we volunteer for Jennifer Weiss’ opponent’s campaign in order to make a difference in this year’s election. Ms Weiss is a democrat representative from Cary who is not a friend to our organization. There are other candidates that Paul could name who we could volunteer to help. We discussed that rather than having a candidate’s night it would be better use of our efforts to have a chapter event of putting out our favored candidates campaign signs.

Charlie reported that the bill of increasing the cc’s of mopeds was talked about at the BOD meeting and they decided that the organization should be against the bill because if accidents spiked lawmakers would want to put tag’s and insurance them and they would want  all sizes of mopeds to be grouped together.

Charlie reminded everyone that there is Bike Pac money available to anyone who is interested in going to their representative’s fundraising events.

5 Minute Safety Rpt. – When riding keep your eyes moving as to build up the images in your brain. Your eyes are not really seeing everything you think you’re seeing you have to take time to look to in order for brain to process the image.

MSAP Rpt – Some of the classes Rita has been instructing have been moved to another school. As always, we are in dire need of instructors. YTD total of students taught by Raleigh MSAP is 606 this year versus 208 from the same time last year.

Charlie mentioned that there was someone interested in getting a Franklin Co chapter going. He may ask Raleigh members to help in getting them information.

50/50 – Brought is $11 total. Paul won half and donated it back to the chapter.

Meeting Minutes June 15, 2008

5 members attending.

The meeting began at 5:00 pm

There was no Treasurer’s Rpt.

Secretary’s Rpt. – The minutes were read and accepted.

Old business – Jean reported on the Bike Fest Benefit Run. Rita had attended a follow-up committee meeting and Jean read an email from her regarding the meeting. The organizers of the Bike Fest were impressed with the way the benefit run was handled but are looking to make a few changes for next year. They would like for the run to start a little later and would like for the starting point to be a little closer into town where everything is happening. They also assured us that if we agree to handle the run next year our name would be on the flyers, etc.

Some suggestions that we discussed in our meeting for next year were:

  • We should consider getting a parade permit next year in order to be able to ride without helmets.
  • Instead of giving out tee shirts for the run give out patches.
  • Riders should be able to by additional hands without having to buy a tee shirt.
  • Only give door prize tickets to those who registered for the run and give out the prizes at the end of the ride.
  • Instead of giving out door prizes at our booth give them out at the stage.

New business – Jean read a list of upcoming events and they will be posted on the website.

We discussed having a booth at the Scoot Work open house in Zebulon on July 26th. Jean will follow up with looking into the details of reserving a spot.

Jean mentioned that the chapter PO Box rent is due. She will contact Gail about getting a check for that.

Legislature Rpt – There was none.

5 minute Safety Rpt – There was none.

Charlie made a suggestion that a newsletter be put out monthly to help boost our meeting attendance and to keep all members informed and interested in what going on with the chapter. The chapter should participate in gathering information to be included. Jean would email the newsletter to all members with an email address and Ruth would mail one out to all members without an email address.

Tar River Basin has suggested to Charlie that our chapters get together and go to a Mud Cats baseball game. Jean will check the Mud Cats schedule and determine a good date to go.

We discussed where we can advertise or report on the fun activities that we do such as the Deep River Clay Shooting School or the Mud Cats game. Some suggestions were Behind Bars and US Rider News magazines. Tommy will write up an article on Deep River and hopefully Rita can write something up on the Angier Bike Fest.

There was no 50/50 drawing.

Chapter members are encouraged to wear chapter tee shirts.

May 18, 2008 Meeting Minutes

Meeting called to order and conducted by Charlie Boone in Jean’s absence.

9 members were in attendance.

Treasurer’s Rpt – There was no official Treasurer’s report, except Larry reported that Gail said that there were no changes from the previous meeting.

Secretary’s Rpt – The minutes were read from the previous meeting and accepted as read.

Old Business – Angier Bike Fest- Rita said that there will be committee meetings every week until the event. We need to make sure that we have enough people to work the stops and since it is a group ride, our members who will be participating in the ride will be there at each stop to work. Rita will contact Kevin Strickland with Bikers for Christ to coordinate them helping as intersection guards. Larry will be helping coordinate traffic at the Angier Blackwater Fire Station. The planned second stop had not been confirmed yet but Rita is working on making the necessary contacts and also trying to work out an alternate stop if needed. Since we do not know how fast the police escort will be running, there probably will not be a lot of time to spend at each stop in order to be back in time for the bike show, so whoever is dealing out the cards will need to set up as fast as possible. Gail will be submitting a check to the event committee to pay for our chapter’s sponsorship. MSAP and CBA information will be available at our information booth. Hopefully, MSAP will have an instructional DVD playing at the event. Charlie suggested that we should have a checklist to make sure we are prepared for the event. Larry may have the CBA trailer there provided that the registration issue is taken care of. Everyone should spread the word on the event.

There was a brief discussion regarding Jan’s letter to the legislators. Cindy said that Doc Ski is still getting phone calls from legislators. The comment was made that her letter did us a favor in two ways by distinguished Bolt from CBA and letting them know that Doc speaks for the motorcycling community.

New Business – Charlie mentioned that there was a CPR class being held at the Zebulon Rescue building on Monday, May 20th in case anyone was interested in attending.

Gail will be resigning the ED Secretary position effective the July 12th ED committee meeting. She will then resign her ED Treasurer’s position effective the January 2009 committee meeting. Anyone interested in taking over these positions please let Charlie know.

Cindy suggested that the Raleigh chapter erect table size waterproof signs that reads something to the effect of “Raleigh CBA asks that you look twice save a life for motorcyclists.” Charlie said that he would do research on the Wake Co. ordinances concerning signs and sign placement. We would need to find persons with property willing to have the signs placed on their land. Charlie will email Vinnie to find out how much the project may cost and who to contact to get the signs made. We may be able to speak to Doc Ski about getting a grant next year to pay for more signs.

MSAP Rpt. – Marie and Rita taught a class of 30 at Jordan Driving School and Larry and Rita taught a class of 19 at Fuquay High School. There are no more classes scheduled until the summer school session begins. It was suggested that we have a poster board at the Angier Bike Fest Benefit Ride of the MSAP student’s quotes. Rita said she didn’t think that would be a problem.

Legislative Rpt. – Charlie reported on the opening day ceremonies. Both the House and Senate ceremonies did not last long.

Paul said that there were some legislative study committees that can introduce bills that are dangerous to us. The Child Fatality Task Force is looking for a cause and we may need to keep an eye on them. He mentioned an article in the N & O about the increase in motorcycle deaths and the conclusion being that it’s because there are a lot more motorcycles on the road. The article mentioned that the DMV does not yet require the driver to take a safety course. We discussed that statement briefly.

5 Minute Safety Rpt. – Bruce talked about another kind of left hand turn hazard that we need to be aware of. Again if a vehicle is approaching you from the other direction you need to look for signs from them that may be intending to make a turn in front of you. One is that they will be slowing down. Two is that their front bumper will dip as they suddenly apply brakes. Another is that their head will turn as their hands pass over the steering wheel. You need to decide whether to slow down or swerve. Charlie added that to look out when riding past cars parked on the side of the road. Someone may be intending to pull out in front of you. Look for exhaust and for someone’s reflection in the driver’s side mirror. They may pull out in front of you or just open the door.

Charlie read the events list.

There was no 50/50.

May 4th, 2008 Meeting Minutes

7 members attending

There was no Treasurers Rpt

The Secretary’s report was read and accepted.

Old business – Jean reminded everyone of the chapter ride to the Deep River Shooting School in Sanford on May 31. The details have not changed since the last meeting and is posted in the events on the chapter website.

The CBA state lobby day is May 28th. Please plan to show up at the Legislative building.

We discussed the Angier Bike Fest Benefit Ride, which is on June 7th. Our chapter is organizing the run and Jean was trying to get and idea of who will be there and helping out at the stops, intersections and at the CBA information booth. The run has been mapped out. Rita, Jean and Ditch rode the stops. It’s 55 miles long, which is not long but we only have a 3-hour window before everyone has to be back at the last stop. Bruce suggested that we have a handout flyer available for the intersection blockers to give out to motorists who don’t seem to understand what’s going on at the intersection, briefly explaining what we are doing there. It was brought up if the chapter should buy a sponsorship for the event. Rita and Ditch has said that they will personally contribute $50 each towards a sponsorship. A motion was made for the chapter to supply $150 to go with the $100 already donated in order to buy a $250 level sponsorship. The motion was seconded and accepted.

New business – There will be a CBA State Party held on Labor Day weekend at the Old Gilliam Mill. The state is asking for a $10 per person donation

The Boone’s will have a cookout at Gaston Lake on June 28th, Charlie’s birthday.

Legislative Rpt – We started a discussion that carried over into Paul’s report, on the unfavorable email that Jan McKay sent on behalf of USA Bolt to certain legislators and Senators that didn’t vote the way she wanted on the helmet bill. Luckily they turned to Doc Ski for clarification on the email. Also, luckily, in the email Jan emphasized that Doc Ski did not speak for her. Doc Ski should be sending a letter to members of the legislator reinforcing the statement that Doc Ski does not speak for BOLT and reidentifying our objectives. Some members at the meeting said that they were going to write a letter to their representatives to let them know that we are not in support of Jan’s email to them and that Doc Ski does speak for us.

Paul reminded everyone to vote in the primary.

5-Minute Safety Report – by Bruce. Riding is a dangerous activity. Never fail to realize that. Be aware of the risks and weigh the risks. Think of what is of value to you and is it worth it to ride. Always listen to your inner voice.

MSAP Rpt – There was a class of about 36 taught at Cardinal Gibbons High School. There is another upcoming class at Jordan Driving School. Summer School classes are being scheduled. There will be MSAP information available at the Angier Bike Fest. Jean has sent out a call to action for more people to become instructors.

There was no 50/50 drawing.

Meeting Minutes 4/20/08

April 20, 2008

12 members attended the meeting.

Treasurers Rpt – Jean read the report in Gail’s absence. It was accepted as read.

Secretary’s Rpt – Minutes from previous meeting were read and accepted.

Discussed the Ray Price customer appreciation day and will have an info booth at the next Ray Price event/open house.

Old business – The date for the Deep River Shooting School outing is now scheduled for May 31st the meeting up time is the same.

New business – Rita gave an update on the Angier Bike Fest Benefit Run that our chapter will be organizing and sharing the profits with the Angier Emergency Services. The run will begin and end at the Angier Fire Station. The other 3 stops will probably be other fire stations and maybe a gas station/convenience store. Registration begins at 8 am, ride begins at 10 am and riders should be back in by 1 pm so that riders that want to be in the bike show can participate in that as well. This is a family event so the stops should not be at bars and should be in Harnett Co. It will be Police escorted but we will still need intersection guards. We may need to invite other chapters to volunteer their services in helping put on the run. We will also organize the 50/50 drawing, solicit door prizes and handle the drawing for the event as well. The door prizes will need to be on display at the beginning of the run. They need sponsors to help pay for the band, etc. The chamber does have general liability insurance for the event and there is a disclaimer on the registration form. A route needs to be mapped out by the end of April.

Other new business- Jean mentioned an email that she received from a chapter member who stated that they would like it if we kept religious matters out of our meetings. We didn’t know to what incident or discussion that this person was referring to as we never talk about religious matters at our meetings. We do occasionally have discussions about CMA or Covered Wagon Ministries events and sometimes have welcomed visitors from these organizations, who come to promote their events.

Charlie urged Jean and Ruth to put out a newsletter to keep members on our roster interested and informed in what is going on with our organization. It was mentioned that it was a good idea and hopefully would encourage our members on the roster to attend meetings and events.

Charlie read notes from the state meeting. Items that needed to be brought back to the chapters for discussion and to be voted on were:

  • Changing the membership renewal rates for single membership to $25 and couples membership to $35. This would make new memberships and renewals the same amount. This was voted on and passed by members attending the chapter meeting.
  • Constitution change – Article V section 8. After the first sentence, add the sentence “Each chapter shall have at least one event of this type each year.” This refers to each chapter will have some type of event that will produce income for the chapter and thus 20% of that income would go to the CBA state treasury. This was voted on at the chapter meeting and passed by majority with one opposing vote.

MSAP Rpt – Rita listed upcoming classes. Chapter MSAP instructors attended the Drivers Ed Seminar Conference held in High Point. New instructors are desperately needed.

Legislative Rpt – Reminded all of upcoming primary and early voting. Doc and Paul are working on questions to ask invited quests when we have our Candidate Forum. It was mentioned that it would be a good idea to invite judges, DA’s and Sheriffs.

5 Minute Safety Rpt – Bruce commented on the 2 recent motorcycle fatalities that were carbon copies of each other. The scenario being that a motorcycle is going forward up the road, there is a angled road merging from the right, there is a vehicle approaching on the other side of the road that the motorcyclist is riding on and all of a sudden decides to turn left onto the merging road right into and over the motorcyclist. Ways to prevent this from happening is to blink your lights to alert the driver or to slow down as not to be in the intersection at the same time.

50/50 – Total was $30, Charlie won $15.

April 6, 2008 Meeting Minutes

April 6, 2008

10 members were in attendance.

Treasurers Rpt – No report. Gail was absent.

Secretary’s Rpt – Was read. A motion was made to accept; seconded; accepted.

MSAP Rpt – Tommy said that more instructors are needed.

No confirmation yet, but it seems that the federal funding for 2008 has been approved. We are starting to get a better relationship with John Stokes who is with the GHSP. He is beginning to see what we are doing with the funds and is impressed with our efforts.

Also, Sergeant, Mark Brown with the Bike Safety Program seems to get a better understanding of what our organization is about and is getting some help from Doc Ski with working with legislators in order to get a grant he is hoping to obtain.

Old business – Chapter officer pins should be ready soon.

Jean reminded everyone of the state committee meetings April 12 and state meeting April 13.

The Charlotte Swap meet, held on Easter weekend, had a low attendance again. Although the amount of vendors was down, they seemed to be happy with sales.

Jean visited one of Cowboy’s bike check events and gave information about CBA. She talked with Sergeant, Mark Brown there and asked him to attend one of our meetings. She will follow-up with emails to confirm.

Details for our spring poker run has changed. Rita spoke with a committee member of the Angier Bike Fest, who stated that the person heading the committee for their poker run has dropped out and has left them with no one knowing how to put the run on. Through discussions it was put up to their committee that if we decided to put aside our poker run and help them put on their run would the proceeds be split 50/50. They agreed. The event will be held on the June 7th, which would be the weekend following what we had originally decided to have our poker run. They also will provide us with free booth space. There was a motion to go in with the Angier Bike Fest and do their Poker Run and not put on our Poker Run as previously scheduled. The motion was seconded and then accepted. Larry, Ditch and Rita will attend the next committee meeting on April 15th to work out some of the logistics of the run.

New Business – Cowboy and his wife visited the meeting to tell us about his bike check and free roadside assistance service. He provides the bike check service at CMA events and is trying to get the word out on his roadside assistance service. When fully functional, the service could be accessed by the Internet. Riders could access the website by pocket PC, phones with Internet, etc. The service is in its preliminary stages but he wanted to get the word out.

Other new business, Jean obtained some of the Certificates of Appreciation that Doc Ski had available to give legislators that have helped us out in the past. There are four representatives that we could give them to. Jean will find out more information from Doc Ski on how is the best way to present the certificates to them.

Legislative Rpt – Paul was not here so there was not a report.

5 Minute Safety Rpt – Bruce was not here so there was not a report.

Tommy said that more MSAP trifolds need to be printed. There was a discussion on whether the cost should come from the general fund or the MSAP fund. Tommy will email Gail and get her input.

Jean brought in the Olympic Torch for us to have our picture made with. Jean works with the company who designed the torch. She gave us information on the design and how it was made.

If anyone would like to volunteer for Cowboys next bike checks Jean will be sending out information on where and when the events will be.

Charlie asked if anyone would like to go and help out at the Outer Banks Bike Week CBA booth, let him know and he could provide details.

50/50 – Tommy won $9.00 of the $17.00

March 16, 2008 Meeting Minutes

11 members attending.

Meeting began at 5:00 PM

Treasurers Rpt – Gail read the report. A motion was made to accept as read. It was seconded and accepted.

Secretary’s Rpt – Ruth read the minutes from the March 2nd meeting, which were accepted as read.

MSAP Rpt – Tommy reported that the class schedule is still busy. The summer school classes have not been scheduled yet.

We had a brief discussion about the Fire Mary Peters website and possibility of getting a grant or allocation of federal funds especially for the CBA motorcycle safety efforts.

Jean will contact Representative Brad Miller to see if could attend one of our MSAP classes.

Old business – Gail is working on obtaining new name badges for the current Raleigh chapter officers.

Jean received an email from Cowboy. He wants CBA members to come to his bike inspection service that is associated with his Covered Wagon Ministries. Jean will find out what dates/events he is offering the service and forward the information to CBA members.

The ride to the Deep River Skeet Shooting Event will be on May 17th, 1:00 PM. We will meet at the Sheetz gas station at Hwy 401 and 55 at 11:30 am. We plan on stopping somewhere on the way to Sanford to catch a bite to eat. The 13-stand course will cost $45 per person.

Poker Run – Jean has not heard back from Jessie with the Tar River chapter about us ending the poker run at their event May 31st. Jean or Cindy will try to get back in touch with him. We will set May 31st as the date for the run whether we hear back from Jessie or not. We discussed that if we end at their event we would need to make a donation to their event.

Some suggested stops for the run are Iron Thunder, Country Doctor Museum and Acid Park. The starting time would depend on the response from Jessie.

New business – We were reminded of the Charlotte Swap Meet on March 22 and 23.

We discussed Ronnie Sutton, a legislator from Roberson Co. who will have competition in the election this year and do we want to get involved in trying to get him out of office. Paul said that any effort on our part would probably be futile, but it would be a good idea to volunteer our services with the competitions campaign.

Legislative Rpt – Paul gave us another update on our list of potential guests to invite to meetings from legislative races. The idea was brought up that instead of having guests to come to separate meeting, that we could have a Candidate Night and invite several legislators to attend at one time. They would be given an allotted amount of time to speak and then field questions. We would need to work thru Doc Ski and possibly hold the meeting August 17th.

Doc Ski sent his second quarterly letter to the members of the General Assembly. This puts our logo out there for them to see and lets them know our motto, so to speak, “The voice of motorcyclists in N.C.”

5 Minute Safety Rpt – Andy stepped in in Bruce's absence. He said he had information available on the Low Speed Rider Course he attended if anyone were interested.

50/50 – Brought in $23.00. Andy won half.

March 2, 2008 Meeting Minutes

March 2, 2008

Meeting began at 5:00 PM with 12 chapter members attending and one visiting Chatham member.

Treasurers Rpt – Gail read the report, which went back to January 26th. A motion was made to accept as read. Report was seconded and accepted.

Secretary’s Rpt – Minutes were read for February 17th meeting. They were accepted as read.

MSAP Rpt – Tommy reported that he recently taught a class of 31 students and Rita instructed a class of 60 students by herself. There will be a class on April 8th at Wakefield that there may not be an instructor for and an instructional CD may need to be used. The visiting Chatham member, Mike Hindle, volunteered that if there was no instructor available that he would step in to teach the class.

Old business – Jean thanked all that showed up to help at the Biker’s Blvd, Winter Sucks event CBA info table. Although there had been some rainy weather in the area, there was a good turnout and people were very willing to find out more about the new law on helmet specifications.

It was discussed that at such events, we need some type of banner or flag with the CBA emblem or logo that could be more prominently displayed.

The certificates of appreciation for the sponsors of the bike show are ready. Just need to get them matched up with the corresponding winning bike photo.

An idea for next years bike show is to get the entrants to sign an agreement that their bike could be moved around by us if necessary.

New business – Visitor Mike Hindle came to promote the Franklin Co. Humane Society Run. The proceeds will go toward having a new dog shelter built. The entry fee is $25, which includes food and a tee shirt.

Jean suggested that our chapter officer’s identification pins be made with just the name of the position without having the officer’s actual name on it. After a short discussion it was agreed to keep having the individuals name on them and to have this years officers pins ordered.

We discussed the “Fire Mary Peters” web site that Mark Enfield is sending out information about. She is trying to take away funds that the state has allocated for motorcycle safety to promote helmet use. Jean will forward the website information to the chapter.

We talked about going to the skeet shooting range on May 17th. We will probably meet somewhere and then ride in together. Jean will work out the details and get back with us.

Legislative Rpt – Paul gave us a list of Wake County delegates for the legislative race. He advised that we may want to wait till after the primaries on some of the races to see who we would like to invite to speak at our meetings and he will provide a suggested schedule. It was suggested that we need to volunteer at candidates that we support fund raising events, displaying campaign signs and/or helping out at campaign headquarters, etc. Paul reminded us to join the Bike Pac it’s a good way to get involved. Gail suggested putting to use the certificates of appreciation that Doc Ski has available to give to supporting legislators along with a photo press release. It was suggested that we could present them on Lobby Day.

The cartoon in the latest edition of Full Throttle magazine was brought up and the unfavorable light it shed on Doc Ski and the CBA. We discussed sending a Thank You card to Doc Ski in appreciation for his hard work and dedication in working with the legislators to keep motorcyclists safe and free. Ruth will bring a card to the next meeting for all to sign.

5 Minute Safety Rpt – Bruce quoted statistics from a publication from Progressive Insurance Co. that if you switch from a cruiser to a sport bike you are 70% more likely to crash than if switching from a sport bike to a cruiser. Which goes to prove your mindset when you ride. The summary was to make good decisions and have the right attitude.

50/50 - $20, Charlie won half.

February 17, 2008 Meeting Minutes

February 17, 2008

Meeting called to order at 4:58 with 8 members attending.

Treasurers Report – There was no report. Gail was absent.

Secretary’s Report – Correction was noted on February 3rd minutes read that Aflac representative Becky Whitley donates 3% of her commission for every policy that she sells to a CBA member. Minutes were then accepted.

MSAP Report – Tommy reported that the Raleigh MSAP instructors have classes scheduled thru May and as it currently stands, have enough instructors assigned to teach each of those classes.

Old Business – Jean said that she had tried to contact Cowboy to give him information on setting up a booth for his Covered Wagon Ministries at the EDSM but had no luck in reaching him. She later found out that he has been hospitalized.

-The lady organizing the Bikers Blvd., Winter Sucks event has confirmed that CBA has a space at the event on February 23 from 9:00 until 4:00.

-Jean sent an email to Mark Enfield to let him know that our chapter would not be making a contribution to the California Call to Action effort to help in getting their helmet law repealed.

-Jean thanked all who volunteered to work at the EDSM Bike Show. She stated that it was a learning experience with just a few minor difficulties. Considering that no one there had ever handled the details on putting on the show, it went off well. There were 31 bikes entered. The biggest show yet.

We discussed possible improvement to make when planning next years event. Some suggestions were:

  • To look into getting a Dell photo printer.
  • Need to start planning earlier.
  • Should assign a back-up person who would know the basics of how the show is to be run.
  • Have written instructions on how the show should run.
  • Need to have a PR person to meet with the sponsors to make sure they are happy/informed on what there money is going toward. A PR person could also be useful in other chapter events.

We agreed to give each of the sponsors of this years show a photo of their sponsored class winning motorcycle along with a certificate of appreciation. Jean and Tommy were going to coordinate efforts in getting that done. Also there were not enough wooden bases for the plaques so when they are ordered, the finished plaques will need to be mailed to the winners. The show brought in $310 in entrance fees plus the $50 for each of the 10 sponsored classes. We then discussed whether we actually wanted to be the chapter to put on the bike show next year. A motion was made to continue next year. It was seconded and accepted.

New Business – Reminded of the Bikers Blvd., Winter Sucks event February 23. It seems that there will be an adequate amount of volunteers to help out at the booth.

-Performance Honda will be putting on a Slow Speed Bike Handling Skills event on March 9th from 2:00 until 4:00. If you plan to attend you will need a DOT approved helmet plus additional protective gear.

-Jean talked with Jessie Watson of the Tar River Basin chapter about having our last stop for our spring poker run at their event scheduled in May. Jessie will bring it up to his chapter and get back to us. If those plans do not work out we may be able to coordinate with a Granville County chapter event. Jean will contact the Granville president to find out their spring schedule. A possible date would be May 10th, the Saturday before Mother’s Day.

-We talked about a ride out to the Deep River Clay Sporting School in Sanford. There was a lot of interest in taking the trip. Jean was going to verify that they would be able to provide shotguns as it would be difficult to take shotguns along on a motorcycle ride.

5 Minute Safety Report – Bruce noted an article from the American Motorcyclists magazine of a guy who was on medication, riding and the bad consequences that entailed.

Be aware of the warning labels of any medication that you are taking as far as operating your motorcycle. Park it if you need to. It’s the smart thing to do.

Legislative Report – Jean read a report submitted by Paul in lieu of his absence. In March, Paul will give us a list of candidates who have filed for seats in the General Assembly. Based on the list we can decide who we would like to invite to speak at upcoming chapter meetings. The 2008 CBA legislative agenda is:

  • Anti-discrimination legislation.
  • Right-of-way legislation.
  • Killing Senate Bill 375 – which is the Motorcycle Learners Permit.
  • Passing Senate Bill 1121 – the UNC Ctr. for Motorcycle Safety and Crash Prevention. It needs funding.
  • Keeping bad things from happening.

Lobby Day is May 28th. Please plan to be there. We need a big turn out to make a big impression. Paul stressed the importance of contributing to the Bike Pac. It’s the best way to elect/re-elect legislators who support our objectives.

50/50 – Total was $6. JT won half.

February 3, 2008

There were 12 Raleigh members attending plus 2 other visiting CBA members.

Meeting called to order at 4:35 pm.

Treasurer’s Report – Gail gave a brief report which was accepted as read.

Secretary’s Report – After reading the minute’s of the January 20th meeting a correction was noted that Becky Whitley not Becky Williams would be attending the Feb. 3 meeting and would be giving a presentation about Aflac Insurance.

MSAP – Marie reported that she and Rita taught a class of 18 students at Fuquay and has dozens more classes scheduled in different areas over the next few months. Matt Shamblin, who was visiting our meeting, reported that there are 248 MSAP CDs available to Drivers ED teachers to use when there is not a MSAP instructor available. He also said that he is expecting to have a lot more demand for instructors after the Drivers Instructors Convention. He and other MSAP instructors will be attending that convention.

Old business – We discussed changing the meeting times again. Bruce made a motion that the meeting times be changed to 6:00 starting with the first meeting in May and staying that time until August. Paul made a motion to kill the previous motion because our meeting times are published on various CBA information and it would make it difficult to boost recruitment and attendance at our meetings if we changed the meeting time. The original motion was seconded and was defeated. Meeting times will stay the same.

EDSM Bike Show- Bill said that he will be unable to be at the bike show but Marie will be there to help organize the show. Jean will provide her photo printer. The trophies are ready and the plaques will be ready soon. There will be a Best of Show Trophy. Larry volunteered his truck to transport the sponsor board. Volunteers are needed to work the show. A side note regarding the swap meet entertainment is that there may be a “Male Fashion Show” to rival the scheduled Wet Tee Shirt Contest.

– Jean will try contacting Cowboy from the Covered Wagon Ministries to let him know to contact Jesse Watson to obtain a space at the swap meet.

New business - Aflac representative and CBA member, Becky Whitley gave us a presentation on the benefits of the various insurance plans Aflac provides. One of the plans was Accidental Insurance, which would pay you in situations that your regular insurance wouldn’t. Becky had printed info available. She donates 3% of every policy that she sells to a CBA member to the State CBA treasury.

It was reported that Mark Enfield was sending out emails to the chapters asking for donations to the California Call to Action to help activists there in their efforts to get the helmet law repealed. It had been suggested to him that his request needed to be put on the CBA State meeting agenda in April but he didn’t feel that this could wait. Mark’s idea is that CBA needs to donate to the effort because a precedent that is set there could help our efforts here in NC. The discussion we had was that any precedent that was set in California wouldn’t help or hurt our efforts but would just be an interesting fact if brought up in the Supreme Court. Would California donate to our efforts in NC? A motion was made to vote No if this was brought to a vote at the next state meeting. It was seconded and accepted.

Bill Luffman sent an email out requesting information on anyone that has had an accident or a close call while traveling on Hwy 601 in Davie County. More specific, did a dog running loose in that area cause you to have an accident or near miss? He had a crash caused by the dog and his lawyers need similar incidents caused by the dog to make a case.

We discussed whether we would have a chapter meeting on February 17th, the last day of the EDSM. Since the swap meet ends at 3:00 PM it was agreed to have the meeting as scheduled.

Safety Report – Bruce said that need to make a decision on whether you should carry cell phones, ink pens, knives etc in your pockets while riding. Accessories could cause you serious harm if you are involved in an accident or the accessories could be damaged like an expensive, hard to replace cell phone.

Legislative Report – Paul had no new legislative news.

Bobby Evans of the Granville Co. MSAP is looking for patches for a memorial vest. Please contact him if you have any memorial patches to donate.

Jean asked for volunteers to help man the CBA information booth at the Biker’s Boulevard. Winter Sucks Event. Please let her know if you would like to help out.

50/50 drawing came to $31.00. Mike Hodges won half.

-EDSM-Bike Show – Need to start organizing volunteers to work the bike show. We usually have at least two people working at a time. Jean was going to find out more details from Bill on how to schedule the volunteers.

-Gail sent Paul a complete roster of Raleigh CBA members. Paul found out that we have members in 8 out of the 9 local districts. Some of the seats are up for election. Paul recommended that we wait until the filing period ends at the end of February to see who will be running before we decide on who we would like to invite to be a guest speaker at our meetings.

New business – Jean reported that CMA member Cowboy needed CBA officers to give information on CBA & helmet law restrictions at their events. He wanted us to do helmet checks to see if event goer’s helmets were compliant. He has a program that provides bike checks, info on road safety and they do bike blessings. It was suggested that we invite him to the EDSM but let him know that we could not do helmet checks.

-Aflac representative, Becky Williams will be at our February 3rd meeting to give us information pertaining to medical coverage on motorcycle policies.

-Spring poker run – Jean advised that we needed to start getting ideas for stops. It was suggested that instead of doing a poker run that we just donate money to the treasury. That was countered with the comment that since we do not have many rides to begin with that a poker run is needed. A comment was made that we need to advertise the run further in advance that has been done in the past.

Legislative news – Paul reported that a Legislative Study Committee in collaboration with the Governor’s Highway Safety Program continues to look at issues involving motorcycle safety. At its first meeting, the committee heard a report on motorcycle accident/injury/fatality statistics. Paul will be keeping an eye on the committee to see what mischief its up to.

The Raleigh members were urged to pick up some of the EDSM flyers and distribute.

Jean read the list of upcoming events.

It was agreed that we would not have a 50/50 drawing because of the low attendance and the treasurer being absent.

Raleigh Chapter Meeting Minutes 1/6/2008

Meeting called to order 5:03 pm by President JT Boone

The Raleigh chapter held elections for President and Secretary because chapter President JT Boone has joined the US Air Force and will be going to boot camp in the near future.

At the previous meeting Jean Dasnoit and Charlie Boone were nominated for President. Since Jean had been elected Secretary for 2008, her nomination for president required nominations for the Secretary position in the event Jean was elected President. Ruth Boone was the only nominee for the Secretary position.

VP Andy Malinowski passed out ballots and JT explained the voting procedure. Chapter members voted, VP counted the ballots and announced that Jean had 10 votes and Charlie had 5. JT handed the presidency over to Jean. Jean handed over secretary duties to Ruth and Jean presided over the remainder of the meeting.

Gail Rumler read the Treasurer’s report and it was accepted.

Gail also read the minutes of the previous meeting, which were accepted as well.

Tommy Sherbert gave a MSAP update, reporting that Raleigh had taught 440 students and needed more instructors. He told the Raleigh chapter of a bet that he has with Matt from Cartaret Craven that Raleigh can teach more students than Cartaret Craven and the loser owes the other a steak dinner. Tommy reported that the Zoom box was sold for $185.00 and turned a check in to the treasurer including the $20.00 rebate.

Old business – Concerning the upcoming Eastern District Swap Meet, Bill Johnson announced that all but one class sponsorship for the bike show had been sold.

New business – Gail reported that the flowers that were ordered for Leann Redwine’s funeral were never delivered and made a motion that the cost of the flowers ($75) be donated to Leann’s medical cost fund. The motion was seconded and passed.

Charlie Boone suggested that when Day Light Savings Time begins this year that we change the chapter meeting times to a later time on the 1st and 3rd Sundays of the month so that the last afternoon of the weekend will not be interrupted. After a short discussion Bruce Harris suggested that the chapter members think about it and table the topic until the next meeting. Everyone agreed.

It was asked if Jean would still be updating the website and Jean said that she would continue that duty.

Andy began a discussion by asking Paul Wilms if he had information about asking more legislative representatives to speak at future chapter meetings. Paul responded that we needed to decide on whom we would like to invite, whether it be asking representatives that are for or against CBA’s objectives. We also need to find out who our chapters’ members representatives are and decide if we would like them to visit our meetings. It was decided that Gail would forward a list of the Raleigh CBA members to Paul in order for him to find out who our representatives are.

State business – Charlie stated that Western District Coordinator Allen Dockery had resigned his position and the BOD would be looking for a temporary replacement until a election could be held. Everyone was urged to attend the committee and State meeting that was being held January 12th and 13th.

Andy commented on the January 1st helmet protest held at the Governors Mansion by some of the areas motorcyclists. NBC 17 as well as the local police covered the protest. There was a discussion on whether the protest was a good or bad thing concerning the fight to get the helmet law repealed.

5 Minute Safety Report by Bruce – According to the American Motorcyclist Magazine, 35% of motorcycle crashes were result of the other guy, 27% were because of excess speed, 27% because they did not stay in their lane and the rest because they did not use their brakes. ¼ that were killed did not have a license. The summary was, don’t drink and drive and stay in your lane.

The chapter now has the yard signs for sale at $8.00 apiece. See Gail if you would like to purchase one.

14 people attending

Secretary and Treasurer’s Reports given by Gail Rumler and accepted as read.

The Eastern District is hosting and financing the lunch and refreshments for both days. Darlene Kimsey is planning and preparing the menu.  E/D needs to provide coolers. A social is planned for Saturday night (light snacks provided) with rough camping available at the Lodge.

Bruce Harris Five Minute Safety Report:

This weeks safety report presentation concerned road conditions. The condition of the road one traveled in the morning may be drastically different later in the day. Bruce relayed a personal story as an example to always ride the road as if it is the first time you have ridden it. In his early riding days, Bruce rode almost every day a stretch of highway that had some paving damage. He was aware of the road conditions and always avoided the hazards. On a return trip home one afternoon, Bruce did not know that a repair crew had done some repairs to the road during the day. On his return trip home that day he quickly rode up on rocks and gravel in the road and he went off the road.

Road conditions change from day to day, and many times from hour to hour. Never ride with a false confidence that you know the road conditions. Never outrun your sight distances. Road conditions change all the time.

Easy Riders Rodeo:

The event was held this weekend in Wilson. Tar River Basin chapter set up an information booth there. J.T. attended and reported he saw several members from other chapters there.

Bruce Harris seconded the motion and all voted in favor.

Discussion held on when, where to hold the first class as well as an Advanced class. Charlie stated the Rescue Building in Knightdale is an option.

J.T. said we will set dates after we have talked with Carol Bullard. Discussion tabled until next meeting.

NEW BUSINESS:

Board of Directors Meeting Report:

Charlie Boone gave an overview of the BOD meeting held the day before in Sanford, NC.  Topics covered were Legislative reports on the bills we have in committee, and what Doc Ski has been doing. Products will be under the direct guidance of Darlene Kimsey, State Treasurer. Four people in Carthage are fighting non-conformance helmet tickets. Southern Cross Conference will be held in Virginia. Meeting of the Minds (MRF) will be held in Iowa in September. Three people from the BOD will attend: Matt Shamblin, Charlie Boone and Doc Ski (who will be teaching a breakout session). The CBA Awards banquet will be in November in Asheboro. Training Seminar will be from 12:00 to 4:00. Banquet will begin at 5:30 pm. Several options are on the table for entertainment. A radio PSA campaign is underway to target drinking and riding. Matt (MSAP) is handling this.

Raleigh Chapter Self-Inking Stamp:

Tommy Sherbert asked that the chapter purchase a self-inking stamp with the chapter information that he can use on his MSAP materials. Gail Rumler will procure the stamp, following a motion that was made by Bruce Harris, seconded and passed.

Bruce Harris’ five minute safety report:

This week Bruce based his presentation on a Friction Zone magazine article that was written about Bruce and the History Tours project. Bruce discussed the importance of well-made properly fitting gloves. He has purchased many pairs of gloves over the years, with varying degrees of comfort, durability and protection. Several years ago he invested in a custom made pair of gloves made from deer hide. The gloves were made from an outline of his hand.

Bruce discussed options in riding gloves. Fingerless gloves are poor protectors since they leave the fingers exposed. Other styles that cover the fingers may not fit properly on the fingers. The quality of the materials affects the durability and protection a glove offers.

Bruce stated that feet injuries are the number one rider injury followed by hand injuries. Gloves should always be worn when on a motorcycle, and well fitted gloves made from a durable material will work well in protecting one’s hands against abrasions and injuries.

Raleigh Chapter Self-Inking Stamp:

Tommy Sherbert asked that the chapter purchase a self-inking stamp with our chapter information that he can use on his MSAP materials. Gail Rumler will procure the stamp, following a motion that was made by Bruce Harris, seconded and passed.

LEGISLATIVE:

Red Light Bill:

Bruce Harris reported on the activity on the floor when the bill was read. Bruce reported that Representative Nelson Dollar was not allowed to speak. This bill would allow an affirmative offense to running a red light when the sensors do not register the bike’s presence. The bill goes back to committee to include mopeds and bicycles.

WRAL-TV has a poorly worded poll on the their website. J.T. sent them an email outlining the prejudicial way the question was presented. The poll question was revised a bit, but was still ambiguous. The concurring article on the website was poorly written and contained many erroneous conclusions.

New Laser Speed Gun:

Tommy Sherbert reported that the NC Highway Patrol now has a laser speed gun that locks on the speeding vehicle. The gun has a sight. The gun sights speeding vehicles, and the information is relayed to other law enforcement officers down the road.

Bruce Harris’ Five Minute Safety Report:

All of us should know by now the simple facts that we need to not crash and not fall down on our bikes! Other simple facts that we might know but not realize how important they can be in keeping us alive are:

Be ever mindful of how much gas you have! Don’t run out of gas and put yourself in harm’s way on the side of the road. Don’t overlook this simple requirement, and don’t allow yourself to be stranded somewhere with no fuel.

Be aware that environmental conditions such as wind velocity can adversely affect how much fuel your bike will use. Riding into a headwind will deplete your fuel levels at an alarming rate.

Always be aware of any and all subtle hazards and how your environment has a direct effect on you and your riding experience.

Granville County member Tim Scoggins was killed on his bike last week.  Charlie reported that he attended the funeral.

General discussion on how drugs, alcohol and speed contribute to many unnecessary biker deaths.

Tommy had an example player he purchased at Kerr Drugs for $40.00. One drawback is it has no viewing screen. A player with a screen and remote will cost us approximately $100.00.

State MSAP Fund: State funding pays for literature for chapters. Discussion and clarification made concerning the Governor’s Highway Safety Program grant requirements regarding CBA expenditures. Equipment options were discussed. Alternate funding options were discussed.

Much of the MSAP program is still to be funded by chapters at the local level. Bill Johnson reported on discussions from the April 14th MSAP committee meeting. Matt is under strict guidelines from the GHSP and we have certain criteria to meet in order to receive the grant money. Criteria are divided in quarters, and grant money is not paid up front.

Hosting the July State Meeting:  The Raleigh chapter and all other ED chapters are responsible for hosting the July meeting. Darlene Kimsey has agreed to cook and provide the food for a fee of $350.00. Charlie suggested we spend approximately $50 and get her a nice token of our appreciation.

Bruce Harris Five Minute Safety Report: This week Bruce discussed the three recent deaths of motorcyclists in our area. All deaths were the result of excessive speed. Bruce discussed the physics of speed variations as they directly relate to injury severity. He explained how kinetic energy in your body determines the outcome of an impact. Your body has four times the energy or forward motion at 60 mph than it does at 30 mph. If one reduces his speed by half, he reduces his impact by 7/10. Low speed maneuvers are much easily executed at lower speeds. Bruce discussed how speed limits are based on many factors, and are in place to match safe speeds with road conditions at that particular point. In conclusion, no one is above the laws of physics, and for survivability, match your speed to highway conditions. Never operate under a false sense of security.

NC Highway Patrol: Boone reported that the Highway Patrol has been featured on the news this week for their “Be a safe Rider” inspections.

Profits from the Swap meet will be divided between the five participating chapters.

After discussion in the meeting, it was decided that no constitutional change is needed, and such matters fall under administrative duties of the Membership Services Director.

Winston’s Grill requires a guarantee of 22 people ordering off the menu. The Bistro is not acceptable. Buffalo Brothers has a separate meeting room, and other groups use the room for their meetings.

Bruce Harris made a motion that we hold a “try-and-see” meeting at Buffalo Brothers on April 1st. Motion was seconded by Tommy Sherbert and carried. Andy and Jean will handle scheduling.

NEW BUSINESS:

Chapter t-shirts:

Bill Johnson updated everyone on his research on shirt pricing, quantity requirements and possible suppliers. BJ’s Logo Shop has reasonable pricing with a 24 piece minimum, and one time set-up charge. Shirts are 6.1 oz. cotton. Screen pricing is $6.80 compared to $9.70 for embroidered. Sleeve details are extra.
